The Library Operations Manager is responsible for overseeing library branch managers to ensure consistent delivery of high-quality services across the system. This position provides leadership in staffing, scheduling, and daily operations to support efficient workflows and excellent customer service. The role ensures that policies, procedures, and performance standards are consistently applied, while fostering a collaborative and professional work environment that promotes community engagement and access to library resources. This class works independently, under limited supervision, reporting major activities through periodic meetings.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises and evaluates assigned staff, including branch managers; provides guidance, resolves concerns, addresses performance issues, and conducts performance appraisals.
  • Plans, assigns, and reviews staff work; establishes and maintains work schedules; monitors progress and completed tasks to ensure accuracy, timeliness, and adherence to standards.
  • Oversees daily operations of all library branches, ensuring compliance with county and library policies, procedures, and service expectations.
  • Analyzes systemwide performance data and prepares reports on circulation, attendance, and other key metrics.
  • Assists in the preparation, administration, and monitoring of departmental budgets.
  • Manages systemwide facility operations, including maintenance, safety, security, and improvements, to ensure libraries provide a safe and welcoming environment for staff and patrons.
  • Develops, implements, and communicates policies, rules, and procedures; prepares reports and analyses on library activities, operations, and system performance.
  • Coordinates with internal departments, external vendors, and contractors as necessary to support operational and facility needs.
  • Coordinates technology and operational systems in partnership with County IT and external vendors.
  • Performs related duties as required to support the overall mission and objectives of the library system.

Requirements

  • Requires Master’s degree in Library and Information Science (MLIS).
  • Over four years and up to and including eight years of related experience or an equivalent.
  • South Carolina Public Librarian Certification.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
