Incumbents in this position are responsible for supervising the work of Telecommunications Technicians and performing technical work in the installation, repair, and maintenance of telecommunications systems for the City of St. Louis.

Essential Functions and Responsibilities

Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit’s work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines.

Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impacts and formulates possible solutions.

Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions.

Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards.

Schedules and closes out work orders; schedules daily work activities for technicians.

Develops and implements job strategies.

Troubleshoots, maintains, and repairs phone systems.

Maintains personnel records and equipment inventory.

Receives and resolves customer complaints.

Evaluates telecommunications technicians.

Maintains progress reports and vehicle maintenance reports.

Performs station and systems repair work; troubleshoots and diagnoses PBX system problems.

Orders equipment for stock and service.

Surveys and determines best wiring approaches.

Reviews monthly budget.

Meets with vendors and T.C. Specialist.

Knowledge Skills and Abilities

Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.

Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train others including telecommunications technicians. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as a computer, data terminal, key system, test set, impact tool, and/or related materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information such as regulations, forecast reports, progress reports, time sheets, diagnostic reports, blueprints, correspondence and general operating manuals.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division.

Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision and leading. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.

Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as noise, dust, electrical currents, and toxic agents.

Physical Requirements: Requires the ability to regularly perform moderately physically demanding work, typically involving some combination of lifting, carrying, pushing, and pulling moderately heavy objects and materials, twenty to fifty pounds. Requires the ability to stoop, kneel, crouch, crawl, balance, bend, and climb in order to perform maintenance and installation work.

Sensory Requirements: Requires the ability to recognize and identify degrees of similarities or differences between characteristics of colors, shapes, and sounds, with job‑related objects, materials and tasks, such as installing color‑coded cable.

Qualifications Three years of experience in the installation, removal, programming, diagnosis, maintenance, and repair of telecommunications (telephone) equipment. Experience must indicate considerable work with central office‑based equipment, VOIP systems and PBX/key systems and the ability to analyze needs for equipment and services and develop proposals to meet those needs.

OR

An Associate’s degree in Telecommunications plus one year of the required experience.

OR

an equivalent combination of education, training and experience.

License Must possess and maintain a valid Missouri driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
