Geographic Information System (GIS) / Computer Aided Design (CAD) Engineering Technician City of Lathrop

Under supervision from the Public Works Director, City Engineer, or designee, the GIS/CAD Engineering Technician performs a variety of routine and complex technical engineering activities, including drafting, surveying, and paraprofessional duties in support of professional engineering staff. The role involves creating and maintaining maps, geographic source data, technical engineering drawings, and related GIS and CAD files using prescribed standards and methods.

Essential Functions

Research and interpret information from recorded maps, land grants, deeds, legal descriptions, easements, right‑of‑ways, assessor’s maps, and other source documents. Transpose data using coordinate geometry, digitizing, or scanning into CAD and GIS files and databases.

Create, review, maintain, and verify CAD and GIS digital files for accuracy, completeness, and compliance with established formats and specifications. Use CAD systems to prepare design drawings for construction jobs, exhibits, and right‑of‑way plats.

Generate and distribute standard and custom products such as reports, maps, diagrams, exhibits, and displays using GIS and CAD software (e.g., ESRI).

Determine effective presentation of information and select appropriate cartographic elements, including scale, color, shading, symbols, and overlays. Assist with review of internal and external electronic deliverables and perform QA/QC for accuracy and completeness.

Use GIS software commands and compilation methods to generate and utilize spatial overlays, update routine GIS and CAD data layers, and perform quality control checks.

Consult standard maps from various jurisdictions to prepare new maps and update existing maps for plotting water lines and facilities.

Create and maintain electrical, engineering, and mechanical drawings as needed to support agency systems.

Perform other duties as required or assigned.

Experience and Education High school diploma or GED and at least two (2) years of practical experience performing tasks comparable to those of a GIS/CAD technician, programmer, or analyst, preferably in a large organization or municipal government. An Associate’s Degree in Civil Engineering Technology or a related field, or completion of an equivalent two (2) years of college coursework in drafting, cartography, GIS, surveying, engineering, or construction management, is also acceptable. Knowledge of Autodesk AutoCAD and ESRI products is highly desirable.

License and Certifications Possession of, or ability to obtain, a valid Class C California driver’s license. Possession of a valid certificate of registration as an Engineer‑in‑Training issued by the California State Board of Registration for Civil and Professional Engineers is highly desirable.

Knowledge and Abilities Proficiency in current computer industry technology, system operations, maintenance, and networking. Understanding of GIS concepts and analytical techniques, including digital data conversion, manipulation, and analysis (ArcGIS, ESRI). Ability to perform digitizing and data manipulation procedures for geographic information systems. Knowledge of municipal engineering laws, ordinances, codes, specifications, and plans. Familiarity with capital improvement project construction management, CEQA requirements, and federal, state, and local regulations related to public works engineering.

Ability To Plan, organize, direct, and evaluate assigned work; read and interpret ordinances and policies; serve as lead on assigned GIS/CAD projects; prepare accurate plans, maps, specifications, and engineering reports; perform mathematical calculations quickly and accurately; manage project documentation; administer grant programs; enforce safe work practices; communicate clearly in writing and orally; and maintain effective working relationships.

Physical, Mental and Environmental Working Conditions Requires standing, walking on level and slippery surfaces, reaching, twisting, kneeling, bending, stooping, squatting, crouching, grasping, and repetitive hand movements. Requires near and far vision, acute hearing, and the ability to lift, carry, pull, and push tools and supplies weighing up to 25 pounds. The position involves outdoor work in all weather conditions.
