Communications Officer (Dispatcher) - Office of Emergency Management

This is a Non-Civil Service Full-Time announcement for the Office of Emergency Management (OEM).
OEM Communications Officer (Dispatcher)
is responsible for receiving emergency and non‑emergency calls, gathering information, dispatching, monitoring, and making proper notification in a 24‑hour dispatch center and reporting incidents to appropriate authorities and/or agencies. This position also performs a variety of clerical, administrative, and customer‑service‑oriented duties that require limited independent judgment. The selected candidate must display a courteous and professional demeanor with clear communication to staff, the general public, and agency contacts at all times.
Salary Yearly salary: $52,414
(May also include overtime, holiday pay, and shift differential).
Shift and Call Schedule Employees will work overnight, afternoon, and varying shifts, including holidays and weekends. The position requires on‑call 24‑hour availability, with recall during emergencies or shortages.
Background Check Applicants will undergo a background check and drug screening.
Responsibilities
Monitors developing situations and notifies appropriate authorities.
Provides 24‑hour support for staff, agencies, and OEM operations, including answering phones, taking messages, dispatching incidents via radio, and documenting all notifications in the Computer Aided Dispatch System (CAD).
Establishes and maintains effective working relationships with county, local, state, and federal agencies.
Ensures standard operating procedures are followed and after‑hour agencies and staff are contacted on incidents.
Reports 24‑hour maintenance concerns and monitors automatic activations of the Early Outdoor Warning System (Tornado Sirens) for Davidson County.
Compiles and processes reports, documents, and forms as needed.
Maintains and updates all CAD incidents from the Department of Emergency Communications (DEC) and other agencies.
Answers, transfers, and maintains a multi‑line telephone system.
Monitors multiple radio frequencies and channels on the 800 MHz system and prioritizes calls.
Prepares essential data to coordinate field responses with OEM field personnel and Emergency Support Unit members.
Monitors weather radar systems, satellite radar, NOAA, and the Weather Channel.
Monitors local and world news for homeland security issues and natural disasters.
Sends emergency notifications via the Metro Emergency Alert Notification System (MEANS) and Everbridge paging system.
Responds promptly to the Metro Emergency Operations Center (EOC) or the 24‑hour OEM dispatch center during activation.
Acts as the local 24‑hour watch point for Davidson County, reporting city emergency notifications to appropriate agencies.
Performs other customer service, clerical, or dispatch duties as assigned.
Works scheduled or assigned shifts on holidays, weekends, overnight, afternoons, and is subject to recall for overtime during emergencies or special events.
Qualifications High school diploma and two (2) years of experience working in a customer service–related field or call center.
License Requirements
Valid driver’s license.
Preferred Experience
Experience or knowledge of the 800 MHz radio system.
Experience in a customer service–related field or call center.
Experience with a multi‑line telephone system.
Experience with computer software programs, including Microsoft Office.
Interest or knowledge in weather and radar.
Knowledge of the city layout and major thoroughfares.
Ability to use independent judgment and discretion to analyze and resolve problems.
Ability to compile and maintain records of incidents.
Ability to make difficult decisions in a stressful environment.
Strong oral and written communication skills.
