Job Description This position is a Building Management Specialist in Anchorage, Alaska, working for the Department of Family & Community Services (DFCS). The role involves managing capital development and deferred maintenance projects, including preparing specifications, developing budgets, representing DFCS in funded projects, and inspecting work for compliance.

Responsibilities

Manage construction projects from inception to conclusion.

Prepare specifications and design documents for construction contracts.

Develop project budgets and monitor expenditures.

Represent DFCS on project teams and coordinate with contractors, engineers, consultants, and stakeholders.

Inspect work for compliance with laws, regulations, policies, and procedures.

Monitor and maintain construction contracts and professional services contracts.

Develop and facilitate construction solicitations and review bid proposals.

Working Environment You Can Expect The position is based in Anchorage at the Frontier Building in midtown Anchorage. The office has been renovated, offers ample parking, and is near several stores and restaurants. The workday includes monitoring contracts, managing projects, and meeting with contractors and stakeholders; travel to local facilities may be required.

Minimum Qualifications Competitive competency‑based qualifications. Key competencies include:

Building and Construction

– knowledge of materials, methods, and tools for construction.

Facilities

– understanding of physical equipment and operational characteristics.

Project Management

– skills in planning, scheduling, coordinating, and managing projects.

Safety Engineering

– knowledge of safety hazards and mitigation in design and operations.

Preferred educational background: engineering, architecture, business administration, or related field. Experience in facilities construction or operation, building management, or licensed general contracting is desirable. Experience as an Engineering Assistant 1 with the State of Alaska or equivalent is an asset.
