We are looking for an experienced manager to oversee all phases of on‑site property operation. Working under the direction of the Regional Manager, you will maintain our properties to Conifer standards.
Job Type
Full‑time, exempt, Monday – Friday, 8:30 AM – 5:00 PM.
General Description
The Community Manager is responsible for all phases of on‑site property operation, under the direction of the Regional Manager. The Community Manager is responsible to maintain all aspects of the property’s assets to Conifer standards.
Location
- Conifer Village at Cambridge Senior Apartments, 740 Foxtail Drive, Cambridge, MD 21613.
- Foxtail Crossing Townhouses, 1243 Zachary Drive, Cambridge, MD 21613.
Key Responsibilities
People
- Recruit, hire, train and manage work performance of all team members, including coaching, mentoring and performance management.
- Perform written evaluations, recommend salary increases or advancement in partnership with District Managers and Regional RVPs.
- Maintain attendance records, ensuring overtime is approved by District Manager when necessary.
- Enforce all Conifer policies and procedures.
- Market, approve or disapprove rental applications; prepare, process and sign leases.
- Work effectively with local housing authorities to ensure timely leasing and recertification.
- Provide excellent customer service to residents and resident organizations.
- Respond timely and professionally to all inquiries and internal/external requests for information or action.
Property
- Implement and comply with all housing program requirements and directives.
- Actively manage occupancy; maintain waitlists, pre‑process applications, and timely turn vacant units.
- Handle move‑in and move‑out details; oversee apartment inspection checklists.
- Ensure community maintenance to Conifer standards.
- Report accidents and emergencies to Risk Management and District Manager; submit incident reports.
- Handle maintenance requests promptly; maintain written records of completed work.
- Inspect community and apartments per Conifer policy.
- Coordinate with Maintenance Supervisor to obtain bids, draft memos, and supervise contractors.
Financials
- Assist in annual budget development; work within approved budget and seek District Manager approval for unbudgeted expenses.
- Complete monthly variance reports and contribute to reforecasts.
- Collect rents; handle delinquent accounts efficiently.
- Maintain clean resident and subsidy ledgers; make bank deposits daily or as required.
- Process accounts payable in accordance with budget and Conifer procedures.
- Provide emergency on‑call duties as required.
- Physical attendance during scheduled hours is essential; assist at other Conifer locations as needed.
- Other job‑related duties as assigned.
Experience
- Minimum 1–3 years prior site or apartment management housing experience, preferably affordable housing.
- Compliance experience or knowledge (LIHTC, HUD‑Sec. 8, RD) strongly preferred.
- Minimum 1 year team supervision experience, including training and performance management.
- Prior customer service or sales experience a plus.
- Strong MS Office skills (Word, Excel, PowerPoint, Outlook).
- Yardi Voyager experience desired; other accounting or housing software a plus.
- Experience solving resident, personnel, vendor and financial problems.
- Accounting background with budgeting, accounts receivable/payable, variance analysis preferred.
- Reliable transportation and valid driver’s license required.
- Flexibility to travel for training, meetings, conferences as scheduled.
Education
- Minimum High School diploma or GED.
- Associate’s Degree in Business or some college desired.
- Bachelor’s Degree a plus.
- Certifications: Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), LIHTC, S.T.A.R. Training, or other affordable housing credentials.

The salary range for this position is $65,000 – $70,000, excluding bonuses or other incentives.
