Job Overview The City of Frostburg is seeking a qualified Police Communications Officer (Police Dispatcher). This vital role serves as the first point of contact for individuals seeking emergency and non‑emergency assistance and is essential to the safety and daily operations of the Frostburg Police Department. The position works 12‑hour shifts on an alternating two‑week schedule, including days, nights, weekends, and holidays. The starting shift is night, 7:00 pm to 7:00 am.

Responsibilities

Receive and prioritize 911 emergency and non‑emergency calls from the public.

Maintain clear, concise, and accurate communication with officers in the field.

Operate radio equipment to communicate with officers, allied agencies, and other partners.

Monitor multiple radio channels and other communication systems simultaneously.

Document all calls, officer activity, and incident details in accordance with department policies.

Operate and maintain access to NCIC/METERS systems to run driver licenses, license plates, enter and remove warrants, and conduct background checks.

Provide pre‑arrival instructions when appropriate and ensure caller safety until responders arrive.

Stay calm and professional while managing high‑stress, high‑pressure situations.

Maintain confidentiality of sensitive information and follow all departmental protocols.

Handle payments for citations, permits, and other City business, including accurately counting and recording money.

Greet and assist complainants and visitors at the police station front desk.

Perform additional administrative or support duties assigned by supervisory staff.

Qualifications

High school diploma or GED.

At least 18 years of age.

Ability to work 12‑hour shifts on an alternating schedule, including overnights, weekends, and holidays.

Excellent verbal communication skills and the ability to multitask effectively.

Strong typing and computer skills; ability to learn dispatch software.

Ability to remain calm and decisive during emergencies and stressful situations.

Must pass a background investigation, drug screening, and any required psychological or skills assessments.

Ability to obtain and maintain required certifications (such as NCIC/METERS) within established timeframes.

Reliable, punctual, and able to work independently and as part of a team.

Education or prior professional experience in criminal justice, emergency services, or a related field is preferred but not required.

Additional Information

A typical bi‑weekly scheduled hours are 80 hours (six 12‑hour shifts and one 8‑hour flex shift). OT assignments are made as needed.

Must be willing to work weekend and night shifts. The current schedule alternates the weekends worked among dispatchers.
