Technical Writer for
Hybrid Assignment in Washington, DC
The ideal candidate is a DC Resident who has 6+ years of experience in grant management, particularly federal grant management, and has a Master's Degree in Public Policy or Public Administration.
Position Description:
The DC Office of the Chief Technology Officer is looking for a Technical Writer to support its State Broadband and Digital Equity Office functions. A qualified candidate in this position translates business specifications into documentation. The technical writer plans, writes, and maintains user manuals, and grant documentation. A wide range of creativity is expected. Qualified candidates will write and edit a variety of technical articles, reports, manuals, and presentations for a wide range of uses. They will also work with senior leadership and executive team The qualified resource will shall provide direct, supplemental grant writing capacity, to ensure that in-house capacity is never a reason or consideration for whether to pursue a grant. This will involve supporting analysis to make the best possible case for the organization and adapt to changing analysis requirements from the federal government (including Justice40, cost/benefit analyses, and more). Additionally, the resource will shall organize and/or facilitate grant writing workshops to continually build capacity and learn from past mistakes and successes and analyze successful grant applications from across the country to identify grant-writing best practices
Position Duties/Responsibilities:
Serve as a writer for outlines and successive drafts of the concept papers, including the creation and/or incorporation of text, graphs, charts, and/or images, ensuring the concept paper meets and fulfills the review criteria of the BIL grant program focus areas. Serve as a writer for outlines and successive drafts of the Full Application documents, including but not limited to the Technical Volume, Community Benefits Plan, and Statement of Project Objectives. This may include the creation and/or incorporation of text, graphs, charts, and/or images as well. Participate in conversations and engage with relevant stakeholders to receive data, statistics, graphics, and edits of successive drafts relevant for the successful development of the Concept Paper and Full Application. Research, advise, and advise EOM regarding best practices as it relates to the development of a Concept Paper and Full Application under the BIL. Assist EOM staff in program administration concerns related to the Concept Paper and Full Application, as needed. Collaborate with EOM staff on communications strategies and outreach, as needed. Perform related duties as assigned. Participate in the coordination of grant submissions to facilitate the evaluation of prospective DC Agency Experience required Position Requirements:
Bachelor's degree required. 6+ years' experience in grant management, particularly federal grant management. Superb written and verbal communication skills and the ability to communicate effectively with diverse populations of federal, state, and local officials, industry executives, and other high-ranking officials. Must be meticulous and detail oriented. Must be highly organized and able to work in an efficient manner under tight deadlines. Ability to simultaneously manage multiple projects and adapt to different projects and/or tasks. Ability to maintain confidentiality. Minimum Education/Certification Requirements:
