Seeking a consultant to develop creative training material for BEE’s retailer training program CLASP is providing India's Bureau of Energy Efficiency with assistance in developing training materials for both retailers and consumers. We seek a consultant to develop these materials (audio-visuals, brochures, leaflets, and sun boards) for awareness creation and capacity building of retailers and consumer groups.

In India, CLASP provides the Bureau of Energy Efficiency (BEE), Ministry of Power, with technical assistance and capacity‑building support on appliance energy efficiency as required by BEE and in line with their priorities. CLASP’s technical assistance has enabled BEE to expand the appliance energy efficiency policy framework to cover a wide range of residential, commercial, and industrial energy‑intensive products. This has resulted in reduced energy use, lowered peak electricity demand, reduced consumer energy costs, expanded access to high‑quality appliances, and resulted in reduced greenhouse gas emissions.

Background BEE introduced the Standards and Labelling (S&L) programme in 2006 to improve the energy efficiency of residential, commercial, and industrial appliances/equipment in the country under the Energy conservation Act, 2001.

The primary intent of the S&L programme of BEE is to minimize the energy consumption of appliances while ensuring the equipment performance. The scheme aims to provide information on the energy consumption characteristics of appliances based on the star rating. The star rating ranges from 1 to 5 in the increasing order of energy efficiency. As on date, 41 appliances / equipment are covered under the S&L program, out of which 16 appliances are under the mandatory regime while the remaining are under the voluntary regime (please refer to www.beestarlabel.com). A key requirement of the S&L program is that the products registered under the programme should display the correct label and be distinctly visible at the point of sale.

BEE periodically conducts Retailer Training Programs across the country to train authorised traders and sellers in promoting energy‑efficient products. The primary objective of these programs is to enhance retailer awareness and capacity, enabling them to guide consumers toward informed choices and the purchase of high‑efficiency appliances.

CLASP is providing BEE with technical assistance and capacity building for the development of training material for both retailers and consumers. For this purpose, CLASP is now seeking a consultant to develop training materials (audio‑visuals, brochures, leaflets, and sun boards) for awareness creation and capacity building of retailers and consumer groups.

The Retailer Training program will help in achieving the following objectives:

To target a wide consumer audience (retailers, distributors and dealers, college students, and consumer groups, RWAs, and institutions) to spread awareness about the star‑labelled products

Organise workshops and impart training through capacity‑building programs to the authorised trader/seller/distributor and other stakeholders

Support and reinforce the salesperson to briefly explain and convince customers to purchase energy‑efficient appliances

Scope of Work CLASP is seeking to engage a consultant/creative agency/production house for the development of online multi‑format awareness materials for awareness creation of the appliance efficiency program. The training material will consider the following:

Produce two short live‑action videos (For example, 2 minutes) with supporting graphic elements (onscreen or through voiceover) explaining the benefits of star‑labelled- One each for sustainable cooling appliances and household appliances covered under BEE’s S&L Program.

Design communication materials such as brochures and leaflets (For example: 3-4 pages), sun boards, etc. on the benefits of efficient appliances.

Create 5-6 short clips (15-20 seconds each) from the full‑length videos to be used for social media (for e.g. reels) for creating awareness amongst common consumers.

The agency will be responsible for the successful development and deployment of the retailer training material under BEE’s S&L Program.

Task 1: Development of live‑action training videos (Hindi/English)

The selected agency will undertake the following activities under Task 1:

Draft the script in consultation with CLASP/BEE

Design and develop graphics for the two video categories: sustainable cooling solutions and household appliances

Design, upload and finalise the video content based on feedback from CLASP/BEE

Deliver the final cut of the videos in coordination with CLASP/BEE

The training videos should highlight the BEE’s star‑labelling programme, explaining its benefits to consumers, such as cost savings, energy savings, and information on the star labels of energy‑efficient appliances, with real user examples or feedback to enhance credibility.

For executing the above set of tasks, the below functional requirements should be followed:

Two short videos (one for each category)

Sustainable Cooling Appliances

Household Appliances

Each video should include subtitles in Hindi/English, depending on the audio language, and should be adaptable for translation into regional languages

The raw video files must be shared with CLASP for future edits and updates

The content should be visually engaging, concise, and informative to communicate the benefits of the star‑labelling scheme

Task 2: Designing and creating brochures, leaflets, sun boards, and interactive PPTs (visually appealing materials for consumers at points of sale in multi‑brand retail stores and mom-and-pop shops in Tier 2 and 3 cities)

The selected agency will undertake the following activities under Task 2:

Draft content and messaging for communication materials such as brochures, leaflets, sun boards, etc. in consultation with CLASP/BEE

Designing pictorial graphics and visuals that are attractive and easy to understand for consumers

Design and finalise the content based on feedback from CLASP/BEE

Prepare and submit the final draft of all materials in coordination with CLASP/BEE

Functional requirements:

Materials shall be prepared in English and Hindi

Content should feature more visuals and minimal text for easy consumer comprehension

Key messages or phrases should be highlighted in bold where appropriate

* The details of the three metro cities would be shared with the hired agency after engagement from CLASP*

* Kindly note that AI generated content is completely discouraged as per CLASP policy*

Key Milestones and Deliverables

Develop awareness videos and brochures/leaflets in Hindi and English language and submit them in a raw format to BEE and CLASP

Carry out a pilot testing of the training videos in retail stores and report back the results to BEE

Development of clips/reels out of the long‑form videos and report submission to CLASP

Note: All communication materials should be finalised in consultation with BEE and CLASP. Kindly note that there may be few rounds of revisions and feedback during the finalisation of the content material.

Submit Technical and Financial Proposals

Interested parties should submit separate technical and financial proposals electronically, in English, via form link (preferably in PDF format). The files should be named as per the following example:

The length of the technical proposal should not exceed 20 pages and should include:

Detailed approach and methodology for the design, implementation, and management of the project

Detailed timeline for all project activities, tasks, milestones, and deliverables for the project within the time frame indicated above

Past experience in conducting similar activities, especially in creating the audio‑visual/animated content and designing brochures, preferably for the government bodies or public sector or regulatory bodies (10)

Expertise in using video editing applications, tools, or technologies that you will utilise to represent the video content in an appealing manner

A summary of qualifications and experience of key personnel that will execute the project

The financial proposal (in USD) should include a detailed budget with all direct and indirect cost estimates for executing the project, including a breakdown (in days) of the level of effort and costs associated with each team member that will be engaged in the project. Quotes should include the breakup cost for each type of communication material under TASK 1 and 2 and the total project costs. Travel and accommodation expenses for conducting the pilots under Task 3 will be reimbursed on actual basis.

CVs and related summaries of experience and qualifications of proposed project team staff should be included in an Annex and should not exceed 10 pages.

Evaluation Procedure A committee appointed by CLASP will evaluate proposals received. Selection of qualified companies or organizations will be based upon the following criteria:

Technical Evaluation Factors

All bids will be evaluated and ranked using Quality and Cost Based Selection (QCBS), with 80 percent of the score accorded to the technical proposal, and 20 percent to the financial proposal. The detailed evaluation criteria can be found in Annex A.

Cost Evaluation Factors (20 points):

While the overall Technical Evaluation is the key factor in reviewing the proposal, the cost evaluation will be an essential factor in determining the final contract award and ability to remain in the competitive range and will be evaluated for feasibility, completeness, and practicality.
