ABOUT THIS POSITION
The City of Phoenix Public Library serves a diverse, multiethnic clientele of over 4.8 million people. With a central library and 17 branches, the library offers collections in multiple languages, a full range of cutting-edge electronic resources, and customer-focused public services.
The Adult Services Division is looking for an administrative professional to work directly with library customers needing social service assistance by providing information and referrals to appropriate organizations. In addition to serving as a resource for library staff and a model for effective techniques when working with library customers experiencing mental health, substance abuse, housing, and minimization issues.
Other responsibilities include:
Work schedule: Monday-Friday 8am-5pm.

The ideal candidate possesses strong verbal and written communication skills online, over the phone, and in person.
Knowledge of:
Pay Range: $66,185.60 to $107,806.40 annually.
Hiring Range: $66,185.60 to $97,780.80 annually.

Other responsibilities include:
- Creating community profiles for each Phoenix Public Library and determining services to be offered.
- Supervision and oversight of an internship program.
- Creating and maintaining a flexible environment for implementing new mental health/ support services and trends.
- Confidentially communicating with customers to understand their needs and providing information relevant to library services and individual customer needs.
- Maintaining customer confidentiality according to the American Library Association guidelines, and the NASW Code of Ethics, gathers, analyzes, and presents data and information about usage of service for purposes of project evaluation.
- Collaborating and communicating with local agencies as a liaison for appropriate committees and representing the library to community groups to address the systemic issues and needs faced by at-risk library customers who spend time in and around the library.
- Provides consultation and support to Library staff through debriefing during and/or after an incident with customer(s) has occurred.
Work schedule: Monday-Friday 8am-5pm.

- Maintain regular and reliable attendance.
Pay Range: $66,185.60 to $107,806.40 annually.

Pay Range Explanation:
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- Promotions occur when the last two digits of the pay grade increase.
- Demotions occur when the last two digits of the pay grade decrease.
- Lateral transfers occur when there is no change to the last two digits of the pay grade.
- When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS
- Three years of case management or counseling experience in a recognized social service agency, including some lead or supervisory experience.
- AND Bachelor's degree in social work, business, or related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted

- Candidates who receive a conditional offer of employment must be fingerprint ed and will have their fingerprint s used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation. Any records returned will be reviewed to determine the candidate's suitability for the job.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

- Work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required
The minimum qualifications above, plus:
- Master's in social work.
- Bilingual - fluency in Spanish.
- Working with diverse populations and serving as a resource for mental health issues, substance abuse, unstable housing, or trauma-induced issues.
- Providing crisis interventions.
- Planning, developing, monitoring, and evaluating programs and services to identify customer needs.
- Developing and maintaining partnerships with community agencies and vendors/contractors who provide supportive services for customers and staff.
- Assisting customers with community services and supporting them with navigating social service systems and applications.
- Connecting with vulnerable or at-risk individuals through roving services and linking customers with community organizations to facilitate successful initial referrals/appointments.
- Assisting in the development and modification of appropriate policies and procedures.
- Hiring, onboarding, assigning, training, and supervising staff, including coaching on industry best practices.
- Contributing to organizational effectiveness by identifying training needs and developing and facilitating staff training on topics such as mental health first aid, trauma-informed care, and de-escalation skills.
