The primary purpose of this position is to serve as a first level supervisor delivering, supporting War-Winning Capabilities in AFMC by providing financial management to personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory services, budget operations, cost analysis, and resource management.

Help

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Researches, interprets, analyzes, and applies all financial management laws and regulations as established by Congress, DoD, and Air Force. Coordinates plans and schedules with other organization managers and customers as appropriate. Represents the organization with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with multiple organizations and agencies. Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality. Serves as a technical expert for various ongoing or special one-time projects.

Incumbent shall comply with the requirements The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training This is an acquisition coded position. Selectee must complete required certification level 4 in Financial Management within 24 months of assignment May be required to travel by military or commercial air in the performance of TDY The incumbent may be required to work overtime or an irregular work shift This announcement may result in a 120-day register that may be used to fill like vacancies for 120 days after the closing date. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE :

Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience leading teams and managing FM acquisition processes that support development, investment and sustainment decisions for major acquisition programs; formulating budget baselines and tracking variances to the same; strong communication skills for distributing guidance and deadlines to subordinate units and then collecting/integrating disparate deliverables into a unified, timely and compliant response; strong knowledge of FM regulations that support the DoD acquisition framework; history of delivering fiscally compliant and favorable outcomes for program offices & leaders; and track record of promoting positive, productive work climate for direct reports and others.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations. Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes. Ability to conduct studies, analyze data, develop alternative options/strategies, and make recommendations to resolve budget/manpower issues. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC. Knowledge of EEO, safety and security regulations, practices, and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. Ability to plan, organize, and direct the functions and staff of an organization.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-04 equivalent to a GS-14 to GS-15.
