Job Title: Instructional Systems Designer / Documentation Specialist
Location: Annapolis, MD (Remote work with occasional Onsite)

Position Summary: The state is seeking an experienced
Instructional Systems Designer/Documentation Specialist
to design, develop, and enhance online learning content and supporting documentation for adult learners. The ideal candidate will possess a deep understanding of adult learning theory, eLearning design tools (Articulate Storyline 360, Articulate Rise, Camtasia), and multimedia-based instructional development, enabling the production of engaging, high-quality self-paced courses and training resources.
Key Responsibilities: Design and develop new
self-paced online lessons, interactive courses, and instructional videos . Revise and enhance existing eLearning content to improve design, engagement, and compliance. Utilize
Articulate Storyline 360, Articulate Rise , and/or
Camtasia
to create SCORM-compliant multimedia learning content. Create and edit instructional documentation such as
Quick Reference Guides, Manuals, and Video Tutorials . Conduct
quality assurance reviews
to ensure content accuracy, functionality, and compliance with design standards. Collaborate with subject matter experts, project managers, and other stakeholders to ensure learning objectives are met. Attend project meetings and provide updates on deliverables, timelines, and challenges. Maintain consistency and adherence to Client style and branding guidelines across all materials. Required & Preferred Qualifications: Experience:
5+ years
of experience designing
self-paced online learning content
for adult learners. 5+ years
of experience developing
multimedia and SCORM-compliant eLearning modules
using Articulate Storyline 360 and Articulate Rise. 2+ years
of experience performing
QA reviews
for accuracy, design functionality, and compliance in eLearning content. Technical Skills:
Hands-on experience with
Vyond
or similar platforms for video creation and animation. Familiarity with
Learning Management Systems (LMS)
and content integration. Strong proficiency in
Microsoft Office 365
(Teams, PowerPoint, Outlook, SharePoint, Word). Soft Skills:
Ability to work collaboratively with
multiple stakeholders
within a complex organization. Excellent
verbal and written communication skills . Strong organizational and
project management
skills to meet deadlines and manage multiple deliverables. Open to
constructive feedback
and capable of iterative improvement. Knowledge Base:
In-depth knowledge of
adult learning theory and instructional design principles . Understanding of
best practices in eLearning delivery , including scenario-based and interactive learning strategies.
