Keish Environmental is looking for a skilled Utility Design Reviewer to join our team and ensure the successful execution of critical engineering design and construction.

About the Role

Under the general direction of the Project Manager - Reports of Investigation (ROI) and the Utilities Senior Project Manager, the Utility Design Reviewer supports the preparation, review, coordination, and tracking of Utility Reports of Investigation (ROIs) for the California High-Speed Rail Authority. The incumbent assists in reviewing utility relocation design plans, right-of-way maps, and associated documentation to ensure compliance with Chapter 13 of the Authority's Right-of-Way Manual. This position plays a key role in ensuring that all utility facilities, including irrigation, water, drainage, electric, gas, telecom, privately owned utilities, and railroad systems are accurately identified, coordinated, and managed throughout the project lifecycle.

Key Responsibilities

Technical Responsibilities: Provide technical assistance on utility-related issues to ensure consistent application of policies, standards, and agreements. Conduct basic title research to identify existing land rights, easements, and joint use or crossing agreements. Review proposed utility relocation alternatives to assess potential impacts on right-of-way, schedule, and cost. Identify and report inconsistencies in right-of-way acquisition maps and easement exhibits, coordinating with design teams for necessary revisions Coordinate and Support: Assist in reviewing utility relocation design plans and right-of-way maps for quality, accuracy, and consistency. Support the evaluation of utility relocation determination packages, including recommendations for approval and confirmation of prior rights. Review proposed utility relocation alternatives to assess potential impacts on right-of-way, schedule, and cost. Assist in verifying property rights conveyance documents and ensure accuracy in agreements with utility owners and other stakeholders. Collaboration: Coordinate with the Utility team, design builders, and third-party agencies to ensure timely communication and resolution of utility issues. Participate in meetings, as assigned, to support the Utilities Team and provide updates on review progress. What You Bring

Experience: Minimum of 2-3 years of experience in the land services, right-of-way, or utility coordination field Qualifications: Foundational knowledge of land rights, easements, and utility relocation processes. Experience reviewing or assisting with utility design plans and right-of-way documents. Basic understanding of title research and land records. Proficiencies: Strong attention to detail with the ability to identify inconsistencies or potential conflicts in documents. Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and SharePoint) Communication Skills: Strong verbal and written communication skills, with the ability to draft clear, concise compliance documents and engage with regulatory agencies effectively. Organization and Problem Solving: Strong organizational and data-tracking skills, with the ability to manage multiple assignments and deadlines. A solution-oriented mindset with the ability to address compliance challenges and resolve issues promptly. Preferred Qualifications

Bachelor's degree in Engineering, Business Administration, or a related field preferred but not required Familiarity with the California High-Speed Rail Authority Right-of-Way Manual, Caltrans Utility Relocation Manual, or similar regulatory standards Experience using project management or data visualization tools such as Microsoft Project or Power BI Demonstrated ability to build and maintain effective working relationships with consultants, agencies, and contractors Knowledge of land survey principles and the ability to read and interpret legal descriptions
