This role focuses on building strong relationships with referral sources, communicating our services and ethically, and ensuring that all outreach activities comply with Minnesota DHS and MHCP policies, including privacy and non-discrimination standards.

Key Responsibilities

Develop and implement an annual ARMHS marketing and outreach plan aligned with agency goals and DHS guidelines.

Build and maintain relationships with referral partners (e.g., outpatient clinics, hospitals, IRTS facilities, sober homes, group homes, assisted living facilities, day support programs, county case managers).

Conduct regular outreach visits, presentations, and check‑in calls with referral sources to explain ARMHS services, eligibility, and referral processes.

Create, update, and organize agency marketing materials (brochures, flyers, one‑pagers, website content, email templates, social media posts) in a professional, compliant, and culturally responsive manner.

Coordinate with agency leadership to promote new programs, groups, or service areas and ensure messaging is consistent and accurate.

Monitor referral trends, track data (who is referring, types of referrals, conversion to active clients), and provide monthly reports to leadership with recommendations.

Support the development and maintenance of the company website content related to ARMHS, ensuring clear explanations of services, eligibility criteria, and how to make a referral.

Collaborate with clinical leadership and the client coordinator to ensure marketing messages match actual service delivery and agency capacity (e.g., waitlists, service areas, staff capacity).

Attend community meetings, resource fairs, and networking events to represent the agency and promote ARMHS services.

Maintain a professional, respectful, and trauma‑informed communication style when engaging with community partners, clients, and families.

DHS / ARMHS‑Specific Deliverables

Maintain an up‑to‑date referral source database with accurate contact information, notes, and outreach history.

Produce a monthly outreach and referral report summarizing: number of contacts, new referral sources, number of referrals received, and referral‑to‑admission conversion rates.

Ensure all outward‑facing materials describe ARMHS services accurately and in alignment with Minnesota DHS/MHCP definitions of ARMHS, including target population, service scope, and general eligibility criteria.

Coordinate with internal leadership to ensure marketing activities support DHS expectations for appropriate service utilization (no misleading guarantees, no coercive or discriminatory marketing practices).

Support compliance by ensuring that no client‑identifying information (PHI) is shared in marketing materials or presentations without proper consent, consistent with HIPAA and Minnesota privacy laws.

Work with leadership to ensure that all public‑facing communication reflects required non‑discrimination statements and culturally responsive language for individuals served by ARMHS.

Provide timely information to the client coordinator and intake/administrative staff about new or updated referral processes so that client intake flows smoothly and documentation is collected according to DHS and MHCP requirements.

Qualifications

Bachelor’s degree in marketing, communications, social work, psychology, public health, or a related field preferred; relevant experience may substitute for education on a case‑by‑case basis.

At least 1–2 years of experience in marketing, outreach, community engagement, healthcare, or human services; experience with mental health or DHS‑funded programs (e.g., ARMHS, CTSS, PCA, waiver services) strongly preferred.

Strong written and verbal communication skills, with the ability to explain ARMHS services clearly to both professionals and community members.

Demonstrated ability to build and maintain professional relationships with diverse stakeholders (providers, case managers, community leaders, families).

Comfort with data tracking, basic reporting, and use of spreadsheets/CRM tools to monitor referral outcomes.

Ability to work independently in the community (e.g., travel to referral sites) and manage time effectively.

Understanding of or willingness to learn Minnesota DHS and MHCP requirements related to ARMHS services, including documentation, eligibility, and ethical marketing practices.

Commitment to cultural humility, trauma‑informed care principles, and serving individuals with serious mental illness.
