Plans, develops, implements, and monitors a library and multi‑media program in a self‑contained, team, departmental, itinerant capacity, or at a school site as assigned. Works closely with general educators to ensure continuity of services to provide a broad range of information sources—including books, scores and parts, audiovisual materials, manuscripts, and electronic resources—to support the curricular needs of teachers and students. Essential Functions

Leadership & Program Administration

  • Continually assess and maintain library‑based information sources for institutional and individual reporting purposes related to desired educational goals, objectives, and outcomes.
  • Complete all mandated and requested forms, surveys, and reports from MSDE and Baltimore City Public Schools, such as the MSDE Annual Report, City Schools Document of Compliance, City Schools Monthly Report (due quarterly), Collection Development Plan, and Visual Analysis.
  • Assign work to and supervise instructional assistants and parent and student volunteers, if applicable.
  • Schedule the use of the information resource center.
  • Work with parents and the community to ensure ongoing communication and instructional support.
  • Ensure the library is attractive, healthy, safe, and conducive to learning and that materials are in good condition and assessable to students.
  • Support or participate in school‑wide student activities, social events, and approved fundraising activities.
  • Develop and lead in‑service training and staff development activities as required or assigned.
  • Perform and promote all activities in compliance with equal employment and non‑discrimination policies, federal and state laws, school board policies, and professional standards.

Teacher & Instructional Partner

  • Work with staff to implement City Schools Information Literacy Content Standards, Educational Technology Standards and Skills, and Media Literacy.
  • Coordinate library‑based student instructional activities and collaborate with other professional staff, both at school and beyond, to better integrate library/multi‑media services and maximize student learning opportunities.
  • Participate in in‑service and staff development activities and staff meetings as required or assigned.
  • Participate in professional development activities scheduled specifically for information resource teachers.
  • Participate in school‑wide committees as required or assigned.
  • Ensure continuous communication with parents, both written and oral, to keep them informed of student(s) progress on educational goals and outcomes.
  • Manage allotted learning time to maximize student achievement.
  • Develop, adapt, modify, and individualize educational materials, resources, techniques, methods, and strategies to meet the needs of students within City Schools' curriculum framework.
  • Demonstrate competence in the subject fields pertinent to the instruction of students.
  • Use both traditional and innovative instructional methodologies with various student sub‑groups.
  • Participate in in‑service training, staff development activities, and staff meetings as required or assigned.

Technology & Information Partner

  • Utilize a variety of instructional materials and available multimedia and computer technology to enhance learning, e.g., application programs and access to data in a variety of formats.
  • Support teachers in their use of technology to increase understanding and application of information literacy in all curricula areas.
  • Coordinate professional development activities directly related to the use of technology.
  • Model effective instructional and productivity uses of technology for staff.
  • Team‑teach with classroom teachers when appropriate to integrate information literacy with instruction.
  • May serve on the school technology committee to advise school leadership on best practices and procurement of technology.

Desired Qualifications

Required

  • Master’s degree preferably in library sciences, education, or a related field including three semester hours of special education coursework. Degree must be from an accredited college or institution.
  • Eligible for a Maryland Educator certificate as Library Media Specialist; participants in a Maryland State approved resident teacher or alternative teacher certification program may also be considered if they meet Maryland State Department of Education certification requirements for library media specialist by completion of the program.
  • Knowledge of content, curriculum, methods, materials, and equipment of instructional specialty to which assigned.
  • Knowledge of child growth and development.
  • Knowledge of the school’s program of studies related to assignments and mission, goals, and organization.
  • Skills in oral and written communication.
  • Excellent human relations skills.
  • Ability to select instructional planning, management, and evaluation procedures that relate to students’ needs and the demands of the instructional environment.
  • Ability to apply knowledge of current research and theory to instructional programs.
  • Ability to plan and implement lessons based on division and school objectives and the needs and abilities of students.
  • Ability to establish and maintain effective relationships with students, peers, and parents.
