Salary Information

Library Technician I: $4,991 - $5,998 per month

Library Technician II: $5,318 - $6,396 per month

(May be appointed at either level depending on candidate's qualifications. If appointed at the I level, may be career ladder, at a later date, to the II level, depending on performance and qualifications.)

Library Technician I - This is the journey-level class of the Library Technician series. Incumbents in this Library Technician I class are distinguished from the Library Assistant series by the performance of the full range of duties assigned including assisting in the acquisition and cataloging of library materials, maintaining the integrated library system (ILS) and catalog, maintaining the library collections, and creating reports as needed for those systems. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Library Technician II in that the latter plans, may direct, and lead a unit or department within the library.

Library Technician II - This is the advanced journey-level class in the Library Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including performing lead supervisory activities in addition to more complex technical duties. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.
EXAMINATION PROCESS: Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. This process may include, but is not limited to: written examination, panel interview and/or performance examination, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.
SELECTION PROCESS: As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. Appointment is subject to successful completion of a pre-employment medical examination (based upon job-related physical standards) by a City-designated physician.
Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.

ESSENTIAL FUNCTIONS/EXAMPLES OF DUTIES
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
ALL LEVELS:
  1. Provides exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful, and to actively participate in maintaining a positive customer service environment.
  2. Performs clerical and technical library work, including tasks in the areas of circulation and reference, acquisitions, and technical services.
  3. Performs all circulation functions.
  4. Performs both general and specialized tasks related to the circulation, acquisition, or cataloging of library materials.
  5. Plans, publicizes, and presents programs and activities, including story times and other children's programming.
  6. Assists in the processing and maintenance of library materials.
  7. Prepares print and non-print materials for introduction into the library collection; catalogs and classifies books; assigns Dewey classification numbers and Library of Congress subject headings; performs original cataloging; verifies catalog records and labels.
  8. Collects fines for damaged or lost materials, reconciles money received in cash registers and printers, and monitors safekeeping of all money.
  9. Supervises the circulation area in the absence of the Library Technician II.
  10. Orders materials from publishers and vendors and corresponds with them concerning problems.
  11. Prepares and maintains displays and exhibits.
  12. Inputs data into library computer systems; makes corrections; adds or deletes entries on bibliographic records; corrects author and subject entries.
  13. Assists patrons in the use of library facilities.
  14. Assists patrons in completing requests for materials not available in the local collection.
  15. Participates in the promotion of library services and resources.
  16. Assists in giving library tours to groups.
  17. May be assigned to drive the Bookmobile.
  18. Performs other related duties and responsibilities as required.
In addition to the above, the Library Technician II:
  1. Directs, schedules, assigns, and reviews the work of subordinate staff and volunteers.
  2. Oversees the day-to-day operations of a small branch library.
  3. Plans, directs, and leads outreach services to a variety of community organizations.
  4. Provides information concerning library collections and services to patrons.
  5. Trains assigned employees in their areas of work in the library.
  6. May perform advanced specialized tasks related to the circulation, acquisition, or cataloging of library materials.
  7. Processes and maintains library materials.
  8. Provides assistance at public desks within the library.
  9. Oversees the mending of library materials and monitors circulation materials.
  10. Oversees maintenance of the collection, the catalog, and the ILS.
  11. May receive and order special book requests.
  12. Administers installation, maintenance, and training activities related to the ILS and catalog, and develops training materials as needed.
  13. Assists with researching grant opportunities for the libraries, provides assistance in implementing received grants.
  14. Responds to and resolves difficult and sensitive complaints and inquiries.
  15. Diagnoses and troubleshoots issues with the ILS, public computers, and self-check kiosks.
  16. Performs other related duties and responsibilities as required.

TYPICAL QUALIFICATIONS
EDUCATION AND EXPERIENCE: Any combination of training, education and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is:
  • Library Technician I: Associate degree from an accredited college or possession of a Certificate of Proficiency in Library Technology from an accredited institution AND two (2) years of technical and clerical library experience including the acquisition, cataloging, and circulation of a variety of library materials. Some supervisory or leadership experience is highly desirable.
  • Library Technician II: Bachelor's degree from an accredited college or possession of a Certificate of Proficiency in Library Technology from an accredited institution AND three (3) years of full-time responsible technical and clerical library experience, including the acquisition, cataloging, and circulation of a variety of library materials AND one (1) year of supervisory experience.
    • Substitution: Qualifying experience may be substituted for up to two years of college coursework on the basis of two years of qualifying experience for one year of college. Formalized library certifications may be considered toward college coursework requirements.
LICENSE REQUIRED: Possession of a valid and appropriate California Driver's License. Bookmobile assignment requires possession of a Class C California driver's license.

SUPPLEMENTAL INFORMATION

ENVIRONMENTAL CONDITIONS: Work indoors. Frequently use computer. Rare exposure to dust, fumes, smoke, gases, odors, chemicals, excessive noises, solvents, grease or oil, slippery or uneven walking surfaces; rarely drive vehicles. Frequently work with others; rarely work alone (depending on assignment, may work alone). Position requires working evening and/or weekend hours, and travel to appropriate meetings.

Job classes in this unit are subject to the City's Personnel Rules, Procedures, and Policies. Benefits include the following:

Bilingual Pay: Individuals determined to be in an eligible position and qualified by the City will be eligible for $150 per month bilingual pay. Employees with both oral and written bilingual skills shall receive $190 per month bilingual pay.

Deferred Compensation:The City encourages and supports employee enrollment in either MissionSquare or CalPERS deferred compensation plan. Employees may contribute up to the maximum amount according to the IRS Retirement Plan Contribution Limits.

Dental Insurance:Effective the first day of the month following appointment, the employee and dependents are eligible for insurance; the City contributes a substantial amount of the premium for the employee and dependents.

Health Insurance:Effective the first day of the month following appointment, the employee and dependents are eligible for insurance; the City contributes a substantial amount of the premium for the employee and dependents. Employees can select from three (3) Blue Shield plans.

Employee Assistance Program (EAP):Employees of the City of Lompoc are eligible to receive EAP services administered by Anthem Blue Cross. Employee, spouse, and eligible dependents are entitled to receive five (5) sessions per family member, per incident. Services include counseling for various reasons/needs.

Holidays:Thirteen (13) days per year including one floating holiday.

Life Insurance:The City provides life insurance in the amount equivalent to two years' annual salary up to a maximum of $300,000. The premium is paid entirely by the City. Employees are eligible for enrollment after the first day following six (6) months of continuous employment. Additional employee coverage is available at group rates.

Long-Term Disability Insurance: Effective the first day of the month following six complete months of employment, the employee is eligible for insurance. The City pays 100% of the premium.

Retirement: Third Tier -- Employees hired after January 1, 2013 are covered by California Public Employees Retirement System (CalPERS) 2% at age 62 formula. Employees pay 50% of the normal cost of the member's contribution as prescribed by PEPRA. Final compensation is the average for the highest 36 consecutive months.

Second Tier --Employees hired after November 19, 2011 and before January 1, 2013 are covered by California Public Employees Retirement System (CalPERS) 2% at age 60 formula. An eight percent (8%) member's contribution is paid by the employee. Final compensation is the average for the highest 36 consecutive months.

First Tier --Employees hired prior to November 19, 2011 are covered by California Public Employees Retirement System (CalPERS) 2.7% at age 55 formula with 1959 survivor's benefit. A ten percent (10%) member's contribution is paid by the employee. Final compensation is the average for the highest 12 consecutive months.

Social Security: As a City of Lompoc employee, your earnings are not covered by Social Security. Under the Social Security law, there are two ways your Social Security Benefit amount earned under previous employers may be affected, "Windfall Elimination Provision" and "Government Pension Offset Provision." Section 125 Tax Deferral:Program used for out-of-pocket health premiums, medical costs not covered under health plan, and day care/elder care.

Sick Leave:Commencing at the time of appointment, sick leave benefits accrue at a bi-weekly rate and the employee is eligible to use those benefits reflected as their sick leave balance; accrual rate is 12 days/year.

Tuition Reimbursement:The City will provide tuition reimbursement for college courses in accordance with Personnel Procedures Manual Chapter 43 "Tuition Reimbursement for College/University Courses." In addition, the City will provide community college students up to 100% tuition reimbursement and 100% reimbursement for required course books per semester. (Course syllabus and receipts identifying books purchased are required for books).

Vacation:Commencing at the time of appointment, vacation leave benefits accrue at a bi-weekly rate based upon length of employment. Employees are eligible to use vacation leave following completion of six months employment and accrue 10 days per year, which increases to 21 days based on years of service.
