Description The Douglas County Department of Emergency Management invites you to serve one of the most beautiful communities in Northern Nevada. Emergency Communications Specialists answer 9‑1‑1 emergency and non‑emergency calls, obtain critical information from callers, deliver pre‑arrival instructions, and radio dispatch law enforcement officers, firefighters, and paramedics. They are the first trained point of contact in an emergency, responsible for dispatching public safety units with speed, accuracy, and calmness.
Responsibilities
Receive, screen, and take appropriate action on all emergency service calls, including 9‑1‑1 calls from the public. Determine the nature and location of the emergency, set priority, dispatch emergency responders, and relay pertinent information.
Enter emergency assistance call information into the Computer‑Aided Dispatch (CAD) system, determine location, input data into the NCJIS and NCIC systems, and maintain records and files.
Provide information, instructions, and assistance to the public within scope of authority. Maintain status of unit locations, monitor message traffic, and relay information as required.
Notify key County staff on critical incidents and follow all Department policies to ensure public safety is the top priority.
Perform inquiries and criminal history checks for law enforcement staff, collect statistical data, ensure database accuracy, and keep all information confidential.
Assist in the development and training of staff; attend in‑service training sessions and participate in the Quality Assurance Program as required.
Represent the County with integrity, professionalism, and a spirit of cooperation in all relationships with staff and the public.
Qualifications
Education and Experience:
High School diploma or GED AND two (2) years of customer service or general full‑time work experience OR equivalent combination of education, training, and experience.
Must submit to a pre‑employment questionnaire and a public safety background check, including fingerprints and an audio/hearing assessment.
Qualified candidates must pass an online computerized examination evaluating multi‑tasking, listening, comprehension, and instruction under stress.
Applicants approved for hiring will receive training in required knowledge and skills including radio‑telephone operations, CAD and 9‑1‑1 system procedures, emergency call processing, public safety dispatching, and communication protocols.
Must obtain the following certificates, licenses, and registrations within 12 months of employment (training provided by the department): International Academy of Emergency Dispatch (EFD, EMD, EPD), National Center for Missing & Exploited Children, National Incident Management System (NIMS), National Crime Information Center (NCIC), and Nevada Criminal Justice System (NCJIS).
Physical Demands & Working Environment Typical office setting, extended periods of sitting, vision to read printed materials and computer screens, and hearing and speech for telephone and radio communication. Work is performed in a high‑volume emergency dispatch environment with limited opportunity for physical movement. Workers must remain alert and responsive for extended periods and handle stressful situations in a fluid and dynamic setting.
Conditions of Employment
Satisfactory completion of the Basic ECS Training Program within 12 months of hire.
Continued employment is contingent upon maintaining all required licenses and certificates in active status, and successful completion of background screening.
Participation in E‑Verify; completion of Form I‑9 and proof of right to work in the United States prior to starting employment.
Benefits & Compensation
No Nevada state income tax.
Retirement: Participation in the Nevada Public Employee Retirement System (PERS), 36.75% employer‑paid.
Vacation: 4.6154 hours per pay period (≈120 hrs per year), increasing with years of service.
Sick Leave: 3.6923 hours per pay period (≈96 hrs per year).
Holidays: 12 paid holidays per year.
