Overview
The Library Manager at the City of Plano oversees the daily operations of the Plano Public Library, provides strategic leadership, coaches staff, manages the budget, and engages with the community to advance library services.
Responsibilities
- Creates a customer‑focused culture and empowers staff to deliver excellent internal and external customer service.
- Communicates effectively across work teams, the public, and community stakeholders through active listening, writing, and speaking.
- Listens and responds with sensitivity and inclusivity, navigating critical conversations with respect and diplomacy.
- Maintains a forward‑thinking mindset, staying informed on library trends and evaluating effectiveness of library activities to identify improvement opportunities.
- Directs, manages, and coordinates overall building operations to meet library goals and objectives.
- Supports a safe and welcoming environment for patrons and staff by addressing complaints and administering library and city policies.
- Gathers information, evaluates implications, and makes sound, informed decisions promptly.
- Builds effective teams through clear leadership and a culture of open communication and accountability.
- Coaches and mentors staff to support leadership development and succession planning.
- Works collaboratively with the management team to develop and recommend library policies, procedures, and services.
- Demonstrates project‑management skills by leading project teams in the planning, development, and delivery of building‑based and library projects.
- Serves as library representative in the absence of the Director.
- Leads the hiring process and recruitment efforts.
- Prepares the annual building budget, monitors expenditures, analyzes resource allocation, and adheres to city procurement policies.
- Collaborates with city departments and community members to advance library services.
- Participates in professional development by attending conferences, trainings, and serving on local, state, or national committees and boards.
- Provides circulation and reference services as needed.
- Maintains regular and consistent attendance for the assigned work schedule.
Minimum Qualifications
- Knowledge of public library service activities, budgeting, long‑range planning, integrated library systems, reference resources, and library program development.
- Skill in effective workplace communication (verbal, written, and active listening), budget management, supervisory practices, relationship building, multi‑project management, accurate reporting, and use of technology and digital tools.
- Master’s degree in Library and/or Information Science accredited by the American Library Association (required).
- Five (5) years of library service experience, including two (2) years of supervisory experience.
- Work‑related experience that demonstrates equivalent proficiency may substitute for the specified education and experience requirements.
Other Requirements
Must pass a drug test, criminal history background check, periodic CJIS background check (if applicable), and Social Security number verification check.
