Position Summary

This position is responsible for designing, helping to develop, and maintaining the UI/UX for the rebuilding of Wisconsin’s statewide voter registration system, WisVote, on the .NET Core framework. WisVote serves as the state’s central database of voter and election information as well as the primary tool for local election officials to administer elections. The role requires creating intuitive, efficient, and accessible designs that meet WCAG 2.1 AA standards and align usability and security requirements, while maintaining the overall structure and integrity familiar to system users. The position works collaboratively with developers and WisVote election specialists to translate functional needs into user‑friendly designs, conduct accessibility testing, and ensure the rebuilt application provides a consistent, responsive experience across devices and assistive technologies.

Duties And Responsibilities

  • Serve as a member of the agency’s information technology team and ensure all UI/UX of the WisVote system meets all requirements and works effectively.
  • Develop and maintain a high‑level working knowledge of all elections laws governing the responsibilities of state and local election officials and voters, as it relates to information technology systems.
  • With guidance from developers, the project manager, and the IT Director, gather information from subject‑matter experts to design the UI/UX of the software as it functions for our WisVote application.
  • Have excellent communication skills to articulate design choices, present ideas, and collaborate effectively with cross‑functional teams to bridge the gap between business and technical sides of the WisVote application.
  • Write clear and concise user‑friendly text for interfaces and provide design recommendations based on long‑term IT organization strategy.
  • Design and help develop enterprise‑level applications and custom integration solutions, including major enhancements and interface, functions, and features.
  • Act as an internal consultant, advocate, mentor, and change agent within the organization as it relates to the UI/UX of the WisVote application.
  • Create low‑fidelity wireframes and high‑fidelity prototypes to visualize and test design concepts.
  • Conduct user research, gather qualitative and quantitative data, and analyze it to inform design decisions.
  • Create user personas, user flows, and journey maps to understand user needs and behaviors.
  • Ability to use Telerik UI.
  • Use front‑end web technologies such as HTML5, CSS3, and JavaScript/jQuery, and potentially modern JavaScript frameworks (e.g., Angular, React, Vue.js).
  • Design applications that are accessible to users with disabilities, adhering to relevant accessibility guidelines as laid out in the WCAG 2.0 guidelines.

Top Required Skills and Years' Experience

  • Experience creating low‑fidelity wireframes and high‑fidelity prototypes – at least 3 years
  • Skills in writing clear and concise user‑friendly text for interfaces – at least 3 years
  • Experience in conducting user research, gathering qualitative and quantitative data, and analyzing it to inform design decisions, along with creating user personas, user flows, and journey maps – at least 3 years

Nice to Have Skills

  • Experience designing with WCAG accessibility guidelines in mind
  • Ability to clearly articulate design choices, present ideas, and work effectively with various teams (developers, clients, stakeholders)
  • Familiarity with ASP.NET Core frameworks (including Razor), third‑party UI component libraries such as Telerik UI, and front‑end web technologies like HTML5, CSS, and JavaScript, and potentially modern JavaScript frameworks (e.g., Angular and React)
