Description

The Wisconsin Elections Commission is charged under Wisconsin Statutes to administer and enforce Wisconsin’s election laws. A core mission of the Commission is to ensure ongoing and quality education, training, outreach, technical assistance, and advice to municipal clerks, county clerks, and local election inspectors (poll workers) that conduct elections as well as to ensure adherence to, and compliance with Wisconsin election laws and required procedures. Another core function of the Commission is to provide current and accurate information to the public as well as various governmental and other organizations about the State’s electoral processes, voting statistics, and trends.

Under the supervision of the IT Project Manager and IT Director, this position functions as part of the Information Technology team and is a resource for developers and elections specialists. This position will develop a high‑level working knowledge of federal and state election laws, administrative rules and business processes to effectively interpret and apply these requirements to election technology used throughout the state.

This position is responsible for designing, helping to develop, and maintaining the UI/UX for the rebuilding of Wisconsin’s statewide voter registration system called WisVote on the .NET Core framework. WisVote serves as the State’s central database of voter and election information as well as the primary tool for local election officials to administer elections. This position is responsible for creating intuitive, efficient, and accessible designs that meet WCAG 2.1 AA standards and align usability and security requirements, while maintaining the overall structure and integrity familiar to system users. This position works collaboratively with developers and WisVote elections specialists to translate functional needs into user‑friendly designs, conduct accessibility testing, and ensure the rebuilt application provides a consistent, responsive experience across devices and assistive technologies.

This position requires compliance with the agency’s time‑keeping system to ensure that tasks performed qualify under federal funding guidelines or that work representing State initiatives is tracked contemporaneously and is properly accounted for using State funds.

Duties and Responsibilities

  1. Develop and maintain a high-level working knowledge of all election laws governing the responsibilities of state and local election officials and voters, as it relates to information technology systems.
  2. With guidance from developers, the project manager, and the IT Director, gather information from subject matter experts to design the UI/UX of the software as it functions for our WisVote application.
  3. Have excellent communication skills to articulate design choices, present ideas, and to collaborate and work effectively with cross‑functional teams to bridge the gap between business and technical sides of the WisVote application.
  4. Write clear and concise user-friendly text for interfaces and provide design recommendations based on long‑term usability and accessibility; incorporate feedback from user testing and stakeholders.
  5. Coordinate with developers to implement design solutions, troubleshoot UI/UX issues, and ensure design consistency across the platform.
  6. Document design decisions and maintain design specifications for future reference and compliance purposes.
