The 12.5 billion CIF is the pioneer multilateral fund, mobilizing low-cost finance for energy system transformation and sustainable development. Established in 2008, CIF is the only multilateral fund working exclusively through six AAA-rated multilateral development banks. In 2025, CIF became the first multilateral climate fund to access capital markets, unlocking 500 million in private sector capital with the CIF Capital Markets Mechanism (CCMM).

CIF funding, featuring high quality financing and high co‑financing ratios, empowers developing countries, lowers risk, enables first‑of‑their‑kind investments, and contributes to transformational change.

The CIF Secretariat hosted by The World Bank supports the work of the CIF governing bodies, including strategy and policy development as well as reporting; manages internal and external institutional relations as well as strategic partnerships; supports program development; delivers a large program of thought leadership, knowledge and learning work; is responsible for portfolio risk management and new private sector capital mobilization modalities and initiatives.

Duties and Accountabilities We are seeking a strategic, hands‑on Digital Communications Officer to oversee our digital ecosystem and ensure our online presence is high‑performing, secure, and aligned with business goals. This role is a blend of technical website management, digital strategy, UX optimization, and cross‑functional collaboration. Reporting to the Head of Communications, you will serve as the primary owner of our web platforms and play a key role in shaping our digital experience.

Roles and Responsibilities Specific responsibilities include:

Website Management & Optimization

Own day‑to‑day management of cif.org website, and microsites, and landing pages where relevant.

Implement site updates, new pages, and content changes using the Drupal CMS platform.

Monitor website health, performance, uptime, and technical SEO.

Conduct regular audits for broken links, outdated content, improvements, accessibility compliance (WCAG), and security issues.

Conduct annual website survey of user experience. Establish and maintain web policies, standards, and playbooks (content, accessibility, SEO, analytics, privacy, security, brand).

Technical Leadership

Manage external hosting vendor to ensure compliance with all relevant World Bank policies and procedures.

Collaborate with external vendors to troubleshoot issues, deploy updates, and improve infrastructure.

Manage development of the site to achieve WCAG 2.1+ AA standard; lead periodic accessibility audits and remediation.

Coordinate the evaluation and implementation of AI‑powered search or chatbot tools as required.

Uphold privacy and data protection requirements; manage cookie consent and tagging governance.

Oversee analytics, tagging, tracking, and integrations (Google Analytics, Tag Manager, CRM (Drupal), marketing automation platforms).

Ensure all website infrastructure, integrations and data handling comply with WBG ITS security standards.

Digital Strategy & UX

Partner with the wider CIF team and external partners to improve site structure, user journeys, etc.

Lead A/B tests, UX research, and site enhancements to drive engagement and growth.

Ensure the website maintains AI‑readiness, including structured data, machine‑readable content, and compatibility with AI discovery engines.

Maintain brand consistency across all digital assets and ensure best‑in‑class web experiences.

Analytics

Establish key performance indicators and produce web and social media metrics reports on a monthly and campaign basis.

Monitor trends and audience engagement and provide detailed analyses of web, social media, and email marketing activities to gauge the effectiveness of the organization’s digital strategies.

Drive continuous optimization with A/B testing, SEO, page speed improvements, and conversion rate optimization.

Drive data‑driven decisions to improve engagement and post quality as well as guide content development.

Project Management

Plan and oversee digital projects—site redesigns, new feature rollouts, platform migrations.

Manage external consultants and vendors providing digital communications support to CIF as required.

Manage timelines, resources, budgets, and stakeholder communications.

Coordinate with external agencies, designers, and developers as needed.

Selection Criteria

Master’s Degree (or equivalent) or bachelor’s degree in Digital Marketing, Communications, Journalism, or other related disciplines, with a minimum of 5 years (with master's) or 8 years (with bachelor’s) of relevant experience.

5+ years’ relevant experience in a digital communications / digital marketing role with excellent knowledge of current digital trends and best practice.

Fully proficient in Google analytics & other online analytic tools and reporting.

Experience working with websites that have attracted varied audiences/demographics.

Experience with SEO best practices, analytics tools, and UX principles.

Proficient in working with content management systems, with working knowledge of Drupal and other online presentation tools.

Familiarity with AI‑powered search technologies, conversational search, or AI-chatbot integrations for websites.

Understanding of AI‑readiness and structured data to support generative AI discoverability.

Experience evaluating or coordinating implementation of third‑party AI tools, preferably in a web environment.

Good understanding of AI governance, privacy, and ethical considerations in digital platforms.

Knowledge of how AI and machine learning are transforming search, SEO/GEO, and user experience design.

High levels of initiative, judgment, and decisiveness in accomplishing tasks; proven ability to work independently; good time‑management skills and an eye for detail; ability to work effectively under stress and to juggle multiple tasks within tight deadlines.

Strong troubleshooting skills and attention to detail.

Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.

Note: The selected candidate will be offered a one‑year appointment, renewable at the discretion of the World Bank Group, and subject to a lifetime maximum ET appointment of three years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their third‑year ET appointment are not eligible for future ET appointments.
