This supervisory position is responsible for the general operation and management of circulation services at the C. Burr Artz Public Library. This department is the first point of contact for patrons. Supervision is given to all circulation department staff including Circulation Services Assistant Supervisor; supervision is received from the Branch Administrator IV.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

RESPONSIBILITIES
Manage and deliver efficient delivery of circulation services to patrons
Direct, supervise, evaluate and train circulation staff; interview and participate in selection of new staff
Coordinate with Circulation Services Assistant Supervisor to develop standards, workflows, and procedures related to shelving
Oversee supervision of Shelving staff
Develop and monitor weekly work schedules; work with Passport Coordinator to schedule Circulation staff to cover passport operations
Set expectations and standards for exemplary customer service and train staff to meet them in circulation-related duties and interactions; resolve patrons' difficult circulation complaints and problems
Provide leadership to department staff in setting goals and objectives for fulfilling FCPL's mission and strategic plan
Serve on Branch Leadership Team; participate in branch and system-wide work teams
Recommend internal and system-wide policy and procedure changes related to circulation services
Oversee handling of daily cash collections, reconciliation reports, and deposits
Support library programming, events, and outreach and coordinate departmental involvement and participation
Conduct regular staff meetings that include training, review of policy and procedures, and discussion of circulation and broader library needs
Assume duties and responsibilities of "person-in-charge" as assigned and make decisions in accordance with regulations and established policies
Actively support the values of Frederick County Public Libraries; interpret departmental branch, and system-wide policies and procedures to staff and to the general public
Complete statistical and other reports as required
Attend workshops, meetings and learning opportunities
May perform duties as a Passport Acceptance Agent, to include executing passport applications
Perform other duties as required

QUALIFICATIONS
Bachelor’s degree from a recognized college or university
Minimum 5 years of progressively responsible library work experience which includes providing direct customer service
Minimum 2 years work experience supervising or directing the work of others
NOTES:
A Master's degree may reduce the progressively responsible library work experience to 3 years
An additional 2 years of progressively responsible library work experience may reduce the education requirement to an Associate's degree
KNOWLEDGE / SKILLS / ABILITIES
Strong and effective written and spoken (English) communication skills
Accurate math and clerical skills with the ability to properly maintain cash records and other operating forms and reports
Working knowledge of public library practices and procedures, including circulation services
Ability to prioritize, multi-task and effectively manage time in a busy environment
Working knowledge of MS Office Suite
Ability to effectively access and utilize FCPL's computerized systems and the Internet, and ability to effectively provide related instruction for all customers and staff in a friendly and respectful manner
Ability to effectively supervise, evaluate and direct the work of others, including the ability to effectively train employees
Ability to effectively organize work, problem-solve, determine priorities, make decisions and complete assigned duties with minimal supervision
Ability to develop and maintain effective working relationships with co-workers and the general public
Ability to analyze problems and recommend solutions
Ability to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
Ability to demonstrate creativity, flexibility, positive attitude, good judgement and leadership
Strong internal and external customer service ability including ability to exhibit patience, tact, and courtesy working collaboratively in a team environment
May require the ability to become certified as a Passport Acceptance Agent from the U.S. Department of State within 180 days of hire and maintain certification

PHYSICAL REQUIREMENTS / WORKING CONDITIONS
While working in this position, the employee is required to frequently sit, walk, lift up to 20 pounds, reach and perform repetitive motions; and occasionally push up to 40 pounds
While working in this position, the employee is required to constantly work indoors
During outreach programs and events the employee is frequently working outdoors; working in hot temperatures (above 100 degrees) working in cold temperatures (below 32 degrees) and walking on uneven ground.
ADDITIONAL REQUIREMENTS
Ability to provide own transportation to meetings, workshops and branch libraries as needed
Available for varied workdays and hours within the FCPL operating schedule
