Marketing Statement:

The Architectural team in the WMATA Office of Facilities is looking for a mission-driven and goal-oriented Manager who will lead the Interior Design and Space Planning team.

Summary:

The Interior Design and Space Planning Manager provides tactical support and is responsible for planning and managing all space usage and related modifications to WMATA non-public administrative office and support facilities. This position oversees space planning and interior design, addressing space needs through utilization analysis and programming. The incumbent will lead space allocation negotiations, organize and lead monthly Facilities Working Group meetings, update or develop new Facilities Policy Instructions and applicable WMATA Workplace and Interior Design Standards, coordinate proposed space improvements and renovation projects with requesting departments and the budget office.

Minimum Qualifications

Minimum Education:

Bachelor's Degree in Architecture, Interior Design, Master Planning, Urban Design, or a related field.

Minimum Experience:

A minimum of eight (8) years of progressively responsible experience in interior architectural design and institutional Facilities Management, demonstrating increasing responsibility; minimum of five (5) years of progressive experience in occupancy planning.

Minimum Certification/Licensure:

National Council for Interior Design Qualification (NCIDQ) or Registered Architect (RA) license in at least one local jurisdiction; valid driver’s license.

Preferred Qualifications:

International Facility Management Association (IFMA) membership; Building Owners and Managers Association (BOMA) membership.

Medical Group Ability to satisfactorily complete the medical examination for this position. Must be able to perform the essential functions of this job either with or without reasonable accommodation(s).

Essential Functions

Manages the development and maintenance of the WMATA Master Plan for Space Utilization (Non-Operations) and database of current space allocation by department.

Develops authority-wide Workplace Guidelines and Standards, and Furniture & Finish Materials Standards.

Facilitates meetings with all WMATA departments for programming and forecasting each department's space allocation/needs, negotiating space turnover, move management, and space needs assessment.

Investigates, analyzes, and proposes solutions to space-related problems in areas of building design, accessibility, and safety, and prepares recommendations.

Reviews construction documents to ensure compliance with Authority's Workplace Guidelines, Design Criteria, building codes, life safety codes, and ADA.

Develops and generates authority-wide reports on current and future space allocation, utilization analysis, or other space needs as required.

Provides expert advice, guidance, and consultation to WMATA senior management on space utilization & allocation.

Develops and manages updates to the Facilities Policy Instruction Guide.

Develops Task Orders related to Interior Design and Space Planning and coordinates with various departments to advance tasks through implementation.

Supervises a staffing team and consultants; develops performance management documents and evaluates performance in accordance with WMATA's requirements and guidelines.

Other Duties

Manages the contractor supporting Facilities Management software and monitors performance to ensure all deliverables comply with contractual requirements; collaborates with the Facilities Procurement Office for contract administration and support.

Maintains and promotes awareness and accountability with safety policies and procedures; promotes a positive safety culture and encourages reporting of safety concerns consistent with the Agency Safety Plan, regulatory requirements, and just culture principles.
