Technical work performed under the direction of the Geographic Information Systems (GIS) Supervisor. GIS Specialist requires advanced level AutoCAD 3D Map and GIS experience. Responsible for the creation and maintenance of geographic information, manipulation of geographic data, spatial analysis, materials, and document preparation. Follows established procedures maintaining the integrity of datasets within the GIS. Responsible for the provision of GIS and CAD technical assistance to the organization and maintenance of permanent records. Facilitates the development of public trust and confidence in the City and its Utility.
THIS POSITION IS CONSIDERED AN “ESSENTIAL POSITION” FOR THE PURPOSE OF EMERGENCY MANAGEMENT. EMERGENCY DUTIES WILL BE ASSIGNED AS NEEDED. THIS POSITION REQUIRES 24 HOURS A DAY, 7 DAYS PER WEEK AVAILABILITY DURING CITY OF PORT ST LUCIE EMERGENCIES, AS DETERMINED BY CITY ADMINISTRATORS, EMERGENCY MANAGER OR CITY OFFICIALS. The following duties are illustrative for this position. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Keeps the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintaining high levels of work and productivity by generating innovative solutions to work situations.
Provides GIS technical assistance to all Utility divisions.
Collaborates with Manager, Supervisors, Data Systems Analysts/Database Analysts, and Technicians to establish and maintain the GIS database structure, tables, forms, and reports for the GIS.
Works with UIS staff to develop standards, protocols, and conventions. Provides GIS software support and creates display materials used by the utility for various presentations.
Interprets survey plats, topographic maps, construction layouts, record drawings, etc.
Updates the Utility Infrastructure Map as necessary.
Reads and interprets engineering plans; legal descriptions; plats and right-of-way maps; profiles; topographic maps; as-built drawings.
Operates personal computer systems/programs to plot maps for various Utility Divisions.
Provide independent data interpretation while effectively maintaining data documentation.
Works with the GIS Supervisor and staff to establish and manage the CAD standards for layers, blocks, drawing naming, and file distribution.
Works with divisions Supervisors/Manager to establish and maintain the schema for the Utilities GIS/Cityworks.
Collaborate with the Division Supervisors/Manager to establish and manage GIS Data, including but not limited to Feature data sets, feature classes, domains, subtypes, and symbology.
Utilization of ArcGIS Pro, ArcMap, and Catalog for the development and maintenance of GIS data and maps.
Processing data and graphics requests from project team members and anticipating information needs and presentation format as part of mapping workflows.
Develop and maintain geospatial data on desktop applications. Ensures data meets appropriate data accuracy and content standards for quality assurance and quality control.
Uses Feature Manipulation software for data translation from CAD to DWF and CAD to GIS.
Prepares Request for Information maps to various departments, consultants, contractors, and residents.
Operates and maintains peripheral devices, such as plotters and printers.
Makes field inspections to verify or gather field data as necessary using land surveying methods and instrumentation.
Travels to various work sites, including outdoors, as required.
Works during emergency situations as required.
Other duties as may be assigned.
THIS POSITION REQUIRES SCHEDULED/UNSCHEDULED OVERTIME, INCLUDING EVENINGS, WEEKENDS AND HOLIDAYS AND/OR IMMEDIATE RESPONSE TO EMERGENCY CONDITIONS. EDUCATION AND/OR EXPERIENCE Graduation from an accredited high school or possession of an acceptable equivalency diploma required. College-level coursework in digital drafting using AutoCAD and coursework related to Geographic Information Systems using ArcGIS required. Graduation from an accredited college or university with an Associate’s degree in Geography, Computer Science, Computer Information Systems or a related field preferred. Five (5) years of experience with digital drafting using AutoCAD software and two (2) years progressively responsible experience with Utility Systems mapping infrastructure required.
A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Completion of UIS curriculum courses within two (2) years of date of hire required.
Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of Geographic Information Systems and their applications.
Advanced knowledge of AutoCAD 3D Map Design software.
Knowledge of personal computers and network GIS systems.
Knowledge of department methods, operating rules, equipment, and maintenance.
Knowledge of the City’s and department’s policies and procedures.
Knowledge of Microsoft Office and Excel software.
Knowledge of GPS systems and integration into GIS applications.
Advanced knowledge of the use of ArcGIS and AutoCAD applications.
Intermediate knowledge of working in an Enterprise SDE environment.
Ability to create Feature Classes and Domains within an Enterprise Geodatabase.
Ability to manipulate and merge data into GIS products, themes, and views.
Ability to accept and adjust to new assignments, change in direction, and priorities.
Ability to establish and maintain an effective working relationship with employees and the public.
Ability to understand and follow moderate to complex oral and written instructions.
Ability to collect field data using land survey methods and instrumentation.
