Position Summary About the Northwest Portland Area Indian Health Board (NPAIHB) Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)(3) designated non‑profit and Tribal organization serving the 43 federally recognized Tribes in Idaho, Oregon, and Washington. The Board’s mission is to eliminate health disparities and improve quality of life for AI/AN by supporting the Tribes in delivering culturally appropriate, high quality health programs and services. The Director of Strategic Communications (DSC) is a senior leader responsible for the overall management, delivery, and strategic direction of NPAIHB’s internal and external communications (print, digital, and design). The DSC works in partnership with the Executive Director to oversee the organization’s creative direction, communications strategy, and public relations. The DSC will lead the Communication Department, manage budget and reporting, and serve as a member of the Management Team.
Essential Functions
Carry out communications priorities throughout the year, as directed by Northwest Tribes and the NPAIHB Strategic Plan.
Oversee, with the Executive Director, planning, implementation, and evaluation of the communication strategy, including creative work, media relations, crisis communications, and branding.
Work with staff to interpret and communicate accurate, up‑to‑date health and organizational information into materials for Tribes.
Support divisions to meet communication performance deliverables and objectives set forth in contracts and the Strategic Plan.
Manage the Communication Department as the central resource for all print, digital, and design work for all NPAIHB divisions.
Ensure all platforms are up‑to‑date and aligned with the mission, values, and programmatic and policy goals.
Serve as the primary point of contact for the press, coordinating timely responses with the Executive Director.
Review, approve, and draft press collateral and internal messaging, ensuring alignment with values and goals.
Support editing and copywriting across NPAIHB.
Monitor and report on departmental accomplishments, workload trends, and unmet needs.
Stay updated on industry trends and incorporate new ideas into creative strategies.
Partner with Operations and IT to strengthen cybersecurity and data protection standards.
Uphold principles of Tribal Data Sovereignty.
Establish and maintain relationships with Tribes, partners, and media outlets.
Strengthen the field of tribal public health, environmental public health, and Indian Health policy in partnership with Tribes.
Member of the Management Team
Provide leadership, problem‑solving, planning, advocacy, teamwork, and critical communications to staff.
Create and maintain a culture of professional excellence, integrity, and rigor.
Build organizational strategies and policies to make efficient use of human and financial resources.
Update the Executive Director and Board as requested.
Represent NPAIHB at tribal, state, and national meetings.
Assist with special projects assigned by the Executive Director.
Complete Probationary period upon hire.
Supervisory Responsibilities
Supervise four communications staff.
Lead quality‑improvement initiatives to strengthen programs and services.
Promote collaboration between all NPAIHB divisions, partners, and funding agencies.
Evaluate staff performance and ensure development plans meet strategic goals.
Ensure staff compliance with policies and applicable laws.
Provide direction, consultation, and support on program implementation and personnel issues.
Receive, resolve, and report concerns to the Executive Director.
Uphold Tribal Data Sovereignty principles.
Collaborate with HR on hiring and disciplinary procedures.
Administrative and Reporting Functions
Oversee the Communication Department budget.
Manage grant and project reporting.
Review report submissions with NPAIHB divisions.
Lead management team in preparing annual reports.
Oversee project management of department requests.
Draft and review external contracts.
Other Duties
Oversee submission of department articles for publication.
Perform other duties as assigned by the Executive Director.

Qualifications Education
Bachelor’s degree in a creative field (art, fine arts, graphic design, writing), communications, public relations, or a related field; or equivalent combination of education and experience.
Experience Minimum experience required:
10 or more years in a creative field, marketing, communications, or related field in a leadership or management role.
10 or more years of executive and project management experience.
10 or more years of professional experience as part of a creative design team (print, digital, web).
Additional Experience Preferred
Direct experience working with Northwest Tribes.
Experience planning and executing health‑related campaigns and materials.
Vendor/contractor management.
Required Knowledge, Skills, and Abilities
Seasoned communications generalist who can strategize, plan, and delegate.
Expertise in Adobe Creative Suite and proficiency in Microsoft Office.
Excellent understanding of visual communication and design principles.
Proven record of using communication strategies to influence key audiences.
Experience developing culturally informed communications for health.
Experience building a communication department or growing a team.
Experience managing crisis communication for negative media exposure.
Strong technical writing, editing, and copywriting skills.
Sensitivity to cross‑cultural differences.
Ability to work with minimal supervision and make independent decisions.
Ability to give and receive constructive feedback.
Ability to complete tasks accurately and on time.
Ability to present professionally at national, regional, and community levels.
Ability to travel occasionally (~20% of the time).

Worksite Location NPAIHB generally requires employees to work in its main office in Portland, OR. Telework may be allowed on a case‑by‑case basis, subject to discretion and approval.
