Program Manager, Communications & Air Traffic Control Systems - Maryland Join to apply for the Program Manager, Communications & Air Traffic Control Systems - Maryland role at Rohde & Schwarz . We’re seeking a Program Manager to lead technical delivery across RF communications and voice systems supporting air traffic management, aviation, and foreign and domestic military programs. You’ll manage integration and sustainment of radio, data, and ED-137-compliant voice systems, ensuring performance, interoperability, and reliability across global operations. This position will be based at either our Frederick, MD facility or our Columbia, MD headquarters. US Citizenship and the ability to secure US Public Trust SF85P are required. Responsibilities Propose, plan, execute, and sustain programs involving radio communications, network transport, and VoIP systems. Manage cost, schedule, scope, and risk across concurrent technical workstreams. Oversee testing, integration, and deployment of VHF/UHF/HF, SATCOM, and IP-based communication architectures. Drive modernization initiatives transitioning analog voice networks to digital, software‑defined, and IP‑based infrastructures. Ensure technical alignment, configuration control, and performance reporting across all project elements. Maintain customer trust and operational tempo stability. Direct and coordinate partners, subcontractors, and engineering teams distributed across the U.S., Europe, and other partner countries. Maintain alignment with headquarters leadership and ensure unified execution across time zones and cultures. Establish clear communication, accountability, and performance metrics across all partners and internal teams. Uphold export control, data handling, and federal and international compliance standards. Support proposal development by providing technical content, assembling pricing input, and execution planning and forecasting. Qualifications Bachelor’s degree in Electrical Engineering, Systems Engineering, Computer Science, or a related technical field. Minimum 5 years of experience managing engineering, communications, voice, or networked systems in aviation, defense, or mission‑critical domains. Solid technical foundation in RF systems, voice switching, IP networking, and system interoperability. Demonstrated success managing international teams and operating within European or global organizational structures. Proven ability to communicate and lead across engineering, operations, and executive levels. Public trust via SF85P required. Candidates must reside in the U.S. and hold U.S. citizenship. Compensation The total compensation for this position is $109K-$150K and includes base salary, variable pay (when applicable), and benefits.
