Key Accountabilities / Essential Job Duties
Coordinate and manage the creation of a variety of digital media projects, including social media ads, interactive PDFs, email designs, animated GIFs, and fillable forms.
Create e-Publications that include interactive maps, video, hyperlinks, scrolling frames, page buttons, pop-ups, and other interactivity.
Ensure publishing activities follow digital accessibility best practices and WCAG 2.0 guidelines, performing user accessibility testing for digital media publications.
Develop the UI/UX for web and mobile document services and applications.
Create and design a variety of print projects.
Handle graphic production and create graphic elements, assets, and visual treatments that adapt and flow with responsive design systems.
Serve as a back-up to the section lead in his/her absence.
Other duties as assigned.
Job Specifications Required Education High School Diploma / GED.
Required Work Experience
At least two to three years of graphic design experience.
Required Special Skills / Knowledge
Skills assessment may be conducted during the hiring process.
In-depth understanding of accessibility standards and best practices including WCAG and ARIA.
Experience with assistive technology (e.g., screen readers, screen magnifiers, voice recognition) in conducting accessibility testing.
Advanced knowledge of Adobe Creative Cloud: InDesign, Illustrator, Photoshop, Acrobat, Dreamweaver.
Advanced knowledge of printing and graphics design principles, including composition, typesetting, and publication layouts.
Knowledge of accessibility legislation such as Section 508 and the European Accessibility Act (EAA).
Knowledge of HTML/CSS/JavaScript, accessibility regulations, WCAG, and Section 508 compliance.
Ability to establish and maintain effective working relationships with Senate staff and resolve customer problems.
Ability to effectively convey customer ideas in an appealing manner.
Ability to meet strict deadlines.
Ability to establish and maintain effective working relationships with supervisors, co‑workers, and customers.
May require availability for sudden recall in response to emergency events, including after‑hour or weekend work and potential deployment to alternate sites.
Desired Qualifications
Extensive knowledge of Adobe Creative Suite, including InDesign, Photoshop, Illustrator, and Dreamweaver, with a proven track record of producing visually compelling designs.
Demonstrated expertise in creating a wide range of print and digital media, from initial concept through final execution, consistently delivering high‑quality results.
Strong proficiency in HTML, ARIA, and CSS, enabling seamless integration of designs into web platforms and ensuring optimal user experience.
Extensive knowledge of Section 508 compliance standards, ensuring accessibility and inclusivity in all design work.
Strong ability to collaborate with team members, ensuring exceptional user experiences across all digital products.
Thorough understanding of Web Content Accessibility Guidelines (WCAG) 2.2 and their application in modern design workflows.
Proficient in accessibility testing tools, including WAVE, JAWS, NVDA, and MadeToTag, to identify and resolve accessibility barriers in digital formats.
Working Conditions
Must be available to work during government shutdowns, inclement weather, holidays, nights, and weekends. The position is considered excepted during federal furloughs.
Requires stationary computer use and occasional movement within the office.
Frequent light lifting (under 50 pounds) may be required.
Requires in‑person or virtual presence during meetings with customers.
