Technical Writer III
Position Summary:
The Technical Writer III serves as the senior technical writer and program management lead supporting the U.S. Coast Guard Office of Standards Evaluation and Development (CG-REG). This position combines hands‑on regulatory writing and editing responsibilities with leadership, staff management, and primary client‑facing duties. The Technical Writer III acts as the lead representative for the company on the contract and is responsible for coordinating day‑to‑day execution of regulatory support services.
Essential Job Functions: Technical Writing and Regulatory Support
Serve as lead technical writer for complex federal regulatory and policy documents, including Federal Register notices, proposed and final rules, guidance documents, policy letters, reports, and supporting materials
Draft, edit, and format documents in compliance with the Federal Register Document Drafting Handbook, Government Publishing Office Style Manual, Coast Guard regulatory guidance, and plain language requirements
Coordinate directly with Government subject matter experts, attorneys, economists, and environmental staff to ensure regulatory text accurately reflects policy intent and supporting analyses
Review documents for accuracy, clarity, consistency, and readiness for internal clearance and Federal Register submission
Support development and maintenance of complete administrative records in accordance with the Administrative Procedure Act
Conduct regulatory research and synthesize statutes, Executive Orders, prior rulemakings, and background materials to support drafting and comment resolution
Program Management and Team Leadership
Serve as the lead representative for the company on the contract and primary point of contact for the Government Contracting Officer's Representative
Lead and manage the contractor support team, including task assignment, workload prioritization, and coordination across multiple concurrent regulatory projects
Provide day‑to‑day supervision and mentoring of technical writers and support staff to ensure consistent quality and timely delivery
Develop, maintain, and update project plans, schedules, and task tracking tools in coordination with Government priorities
Monitor contract performance, deliverables, and timelines, and proactively identify and address risks or issues
Lead preparation and submission of monthly progress reports, including task status, document tracking, and clearance activity
Coordinate and support Government briefings, presentations, advisory committee activities, and management reviews as required
Support continuity of operations planning and execution to ensure uninterrupted contract performance during emergencies or disruptions
Skills and Qualification Requiredh3>
Bachelor's degree in English, Communications, Journalism, Technical Writing, or a related field
Senior‑level experience in technical or regulatory writing, preferably supporting Federal agencies
Demonstrated experience preparing or editing documents for the Federal Register
Experience leading teams or managing work across multiple projects or task areas
Strong organizational, communication, and client‑facing skills
Ability to read, write, speak, and understand English
Public Trust clearance
