SAIC is looking for a cleared Systems Engineering candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) systems. The selected individual will provide engineering advisory services related to evaluating future capability requirements, training and planning support, development of doctrine, tactics, techniques, and procedures, advocacy of requirements, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts, and management of functional data for Information Operations for our U.S. Navy Information Operations customer located at the Naval Information Warfare Systems Command site in Old Town San Diego.
Responsibilities
Provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy IO Customer.
Write and update material for reports, manuals, briefs, proposals, instruction books, catalogs, and related technical and administrative publications concerned with work methods and procedures, installation, operation, and maintenance.
Refine work of writers, heads and coordinate activities of writers engaged in preparing technical, scientific, medical, or other material for publication.
Provide subject matter expertise for development of Fleet employment of Information Operations and related systems including CONOP, CONEMP, and OPTASK development.
Provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander’s Update Briefs.
Provide assessments, advanced development priorities, and review of R&D and S&T programs, proposals, projects, and others as directed.
Provide support to Navy IO Customer in the modernization of its worldwide IO architecture.
Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.
Plan schedules and arrange own activities to accomplish objectives; work is reviewed upon completion.
Qualifications
Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.
Bachelor’s Degree in Science, Engineering or Math and 10 years or more experience; Masters and 8 years or more experience. 4 years of additional experience is acceptable in lieu of degree.
Must have TS/SCI clearance.Extensive prior Military experience with Naval Information Operations systems and the military planning process.
Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus.
Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.
Target salary: $120,001 - $160,000
