About RIVUS

RIVUS Consulting LLC is currently seeking a part time (PT) Proposal Writer to augment our team. RIVUS is an established small business that provides engineering, environmental, and technology consulting services to a wide range of clients. Our core capabilities include infrastructure engineering, site engineering, water/wastewater engineering, stormwater management, environmental permitting, and program/construction management. Our engineers, planners, GIS/IT professionals, landscape architects, inspectors, and construction managers provide sustainable solutions for federal, state and municipal clients.

The Role

The PT Proposal Writer shall write persuasive, well-structured proposals for engineering and environmental contracts with federal, state, and local government agencies. This position plays a key role in helping RIVUS expand its portfolio and secure new contracts.

Key Responsibilities

  • Review RFPs, RFIs, or RFQs and task order requests to understand all requirements, client needs, and evaluation criteria.
  • Summarize proposal requirements, prepare proposal outlines, document action items and coordinate the proposal schedule.
  • Interview and collaborate with subject matter experts, sales, and technical teams to gather necessary information.
  • Assign and collect information from technical personnel and translate it into clear and easily understandable writing.
  • Create, edit, and prepare SF255, SF330, or other RFP specified formats, including resumes, past performance narratives, graphics, and other technical and financial sections.
  • Review and edit proposal responses for consistency, compliance, win-theme incorporation, messaging alignment, and solution accuracy during regular and core team review cycles.
  • Ensure high-quality proposal responses while meeting all deadlines.
  • Draft clear, compliant, and compelling text that articulates the proposed solution and its benefits.
  • Coordinate proposal timelines, content development, and ensure all deliverables are submitted on time.
  • Proofread documents for clarity, grammar, consistency, and ensure compliance with all submission guidelines.
  • Maintain and update a repository of reusable content and templates to streamline future proposal efforts.
  • Support development of graphics, organization charts, and other visual content as needed.

Minimum Qualifications

  • Minimum of five years’ experience in proposal writing.
  • Background in federal, state, and municipal proposals preferred.
  • Excellent writing skills.
  • Ability to translate complex technical or project information into accessible, persuasive language.
  • Strong proposal coordination skills and the ability to manage multiple simultaneous proposals under tight deadlines.
  • Familiarity with Microsoft Office Suite (Powerpoint, Word, Excel); experience with Adobe InDesign or other layout tools is a plus.

Job Type

  • PT, as‑needed, field/remote office.
  • Pay: $50/hour (1099 contract position).
  • Location: Maryland or Texas.
