Duties
As senior contracting officer, responsible for and manages the full range of contract management functions including all pre and post award functions on assigned procurements. Advises the chief and the director in the formulation of acquisition strategies and the division's strategic plan. Serves on various committees and process action teams. Provides technical guidance and expert assistance to outside agencies and other contracting officers in the execution of NAF contracts. Interprets policy and provides guidance to customers, colleagues and subordinates. Takes initiative and seeks ways to improve the efficiencies of operations; researches alternatives and develops methodologies; recommends improvements in contracting procedures and initiates corrective action; develops and generates management information reports; uses automated procurement system in the performance of duties; performs public relations and marketing duties including article publication and presentations. Interfaces with policy division on procurement policies and procedures as required. Mentors junior contract specialists. Serves on recruitment panels and serves as contracting officer if appointed. May serve occasionally as a training instructor. Requirements
