District Waterways Advisory Commission (DWAC)
Appointment: Appointed by the Mayor with the advice and consent of the Council. Term: 4‑year staggered terms (initial members 4‑year or 1‑year). Residency: Preference for District residency, representation from all 8 wards. Compensation: Voluntary (no pay).
Overview
The DWAC advises the Office of District Waterways and adopts the Waterways Advisory Plan, creating a strategic vision for the Anacostia and Potomac Rivers, Washington Channel, and adjacent property.
Responsibilities
- Develop recommendations for the orderly, safe, and efficient use of waterways for boating and recreation.
- Advise on public and private uses of adjacent property and infrastructure.
- Coordinate interagency and regional initiatives related to waterways.
- Champion environmental conservation and management of the waterways.
- Promote coordinated economic growth along the waterways.
- Assess safety and security risks and needs.
- Identify transportation gaps and opportunities to increase local control of waterways.
Commission Membership
The Commission comprises 14 voting members:
- 7 members appointed by the Mayor with experience in areas such as public safety, environmental stewardship, economic development, maritime policy, athletics, recreation, or maritime transportation.
- 7 members appointed by the Chairman of the Council, including Advisory Neighborhood Commissioners, Business Improvement District representatives, marina or yacht club representatives, and individuals with waterway management expertise.
Ex officio non‑voting members include ex‑officio officials from DMPED, DMPSJ, MPD, FEMS, DDOT, DOEE, WASA, EventsDC, PSC, DHCD, and ex‑officio representatives from federal agencies such as NPS, USCG, DOD, MWAA, and NCPC.
Time Commitment
Meetings are held at least monthly until the first Advisory Plan is published, then at least quarterly thereafter.
