Market Infrastructures Specialist – Focus on EMIR (m/f) The division which is part of the “Innovation, Payments, Market Infrastructures and Governance” department, is responsible (i) in the field of “financial market infrastructures” (“FMI”), in particular in the context of CSDR, EMIR and SFTR, and (ii) the coordination related to ESMA as well as international and regulatory aspects related to market infrastructures. In the context of CSDR, the division is responsible for the authorisation of CSDs and the supervision of regulatory obligations on settlement discipline and internalised settlement. In the context of EMIR and SFTR, the division is responsible for the supervision of the regulatory obligations by non-financial counterparties. The division represents the CSSF within national and international groups covering financial market infrastructure topics.

Role & responsibilities

Supervision of the compliance by entities that fall under the EMIR and SFTR related obligations; including the development of supervisory tools

Utilisation of large data sets containing information reported by entities in the context of EMIR and SFTR

In the context of the use of EMIR and SFTR data, interaction with supervised entities, other CSSF departments as well as the other authorities involved

Review of notifications related to exemptions foreseen in EMIR

Support to the activities related to the analysis of CSDs' authorisation files

Support to the processing of internalised settlement reports

Support to the processing of CSDs' settlement fails reports in the context of the settlement discipline

Contribution to the execution of the division’s ESMA Coordination tasks

Follow-up of ongoing developments of legal and regulatory requirements at both national and international level in relation with market infrastructures, derivatives as well as securities financing transactions and support their national implementation

Interaction and coordination with other departments within the CSSF, the national competent authorities of other countries and/or European authorities

Preparation and drafting of reports and analyses

Analysis of questions on interpretation related to the practical implementation of regulation related to market infrastructures, in particular EMIR and SFTR

Your profile

Master’s degree in economy or quantitative fields (BAC+4/+5) with in-depth knowledge in Finance or in Law

Professional experience in the fields mentioned under “Role & responsibilities” would be considered as an important asset

Experience in the management of big data as well as analysis or programming; (e.g. M, DAX, Python, R) would be considered as an important advantage

Proficiency in written and spoken French and English; German and / or Luxemburgish will be considered as an advantage

Excellent analytical and writing skills

Good relational and organizational skills

Flexible, dynamic and proactive

Ability to work both as part of a team and autonomously

The successful candidate (m/f) will be hired as public employee (“employé de l’Etat”) under a permanent contract. If the candidate meets the required conditions, s/he will be asked to apply for admission to the status of civil servant (“fonctionnaire de l’Etat”).

Prior to the conclusion of the contract, the candidate must submit an extract from the criminal record (bulletin n°3), dated less than 2 months, in order to prove their conduct and integrity.

The current legal framework for employment in the public sector requires all staff members to hold citizenship from an EU member state or from Switzerland. Candidates with other nationalities cannot be considered.
