Administrative Specialist- Housing Management

King County Housing Authority (KCHA) is recruiting for a detail-oriented, motivated, and organized Administrative Specialist to join their Housing Management Department in Tukwila, WA.
This person will work with varied and complex projects requiring in-depth knowledge of systems, programs, and services. They will provide high-level support to senior leadership, ensuring smooth operations and compliance with agency policies. Responsibilities include coordinating office functions, producing and analyzing reports and contracts, processing invoices, supporting the Board of Commissioners, and facilitating effective communication with staff and residents.

Essential Functions
Provides high-level executive support and serves as a first line of back-up support to the CEO's Executive Assistant.
Executes Senior Vice President's legal directives and coordinates with outside legal counsel including processing decisions from grievance hearings, hardship committee findings, approved executive exceptions, and eviction cases approved to move forward.
Coordinates operations in the department of Housing Management including implementing updates to department directory, payroll and leave for DED staff, forward-facing and internal-facing websites, and updates to policy guidelines of the agency (internal and public).
Produces and analyzes reports including identity and immigration reports, property financial narratives, and income discrepancy reports.
Analyzes procurement and consultant contracts for accuracy and adherence to agency policy prior to leadership approval.
Produces research reports at request of Senior Vice President on partner organizations, peer housing authorities, national and regional trends in public housing.
Coordinates and manages travel arrangements and registration for conferences, training sessions, and other events.
Required Qualifications
Associate's degree AND moderate experience in customer service and administrative experience OR equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
Required Knowledge, Skills and Abilities
Knowledge of public housing and assisted housing principles, practices, and eligibility requirements, including applicable rules, regulations, and guidelines.
Build effective and collaborative working relationships with departments, governmental officials, residents, and other stakeholders. Clear and effective verbal and written communication, including active listening.
Experience with accurate record-keeping and data entry (manual and electronic).
Exercises independent judgement in providing support for sensitive and confidential information.
Experience with database systems, ensuring accuracy and compliance with policies and laws.
Able to interpret and explain complex or technical rules, regulations, and policies.
Proficient in creating, updating, and managing records using MS Word, Outlook, SharePoint, Excel, and specialized databases.
Strong organizational skills, with the ability to prioritize, track progress, and meet deadlines while ensuring accuracy.
Ability to work effectively and positively with individuals of diverse cultural and socioeconomic backgrounds.
Use of tact, discretion, and diplomacy when dealing with sensitive or confidential information.

Salary & Benefits The starting salary range for this position is $32.48 ‑ $39.80 per hour dependent on qualifications and professional experience. The complete salary range for this position is $32.48 ‑ $47.10 hourly. Performance based merit increase opportunities and COLAs are reviewed on an annual basis.

Work Environment Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. After initial onboarding, this position will have the opportunity to work remotely up to 40% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and the ability to report to the Central Office in Tukwila will be required. Additionally, local travel to different property sites will be required to support KCHA business needs.
Physical Work Environment This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking, sitting and repetitive motions and occasionally requires stooping, kneeling, crouching or crawling, tasting or smelling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
