Position Summary:

This position is assigned to the Medicaid School-Based Claiming Program within the Systems Monitoring and Compliance Section. The primary function of this position is to provide assistance to the Health Care Contracts & Reimbursement Manager in the overall planning, development, implementation, and monitoring of the school-based claiming (SBC) program and serves as assistant liaison with appropriate federal and state child serving agencies on pertinent communications related to the DOE's SBC program.

Responsibilities include:

Assisting in the development, implementation and monitoring of the DOE's administrative claiming program.

Conducting program related activities to maximize federal reimbursement for specific Medicaid allowable health‑related services provided to eligible students.

Performing research, review, and analysis of potential reimbursable services not covered under the DOE's State Plan Amendment (SPA).

Working with the SBC program third‑party administrator in the development of claiming procedures to capture the costs associated with Medicaid outreach.

Facilitating eligibility determinations, related training, and general administration.

Performing research and review of SBC programs in other states to gain specific knowledge for enhancing the DOE's Medicaid reimbursement program.

Coordinating the preparation, review, and submission of SBC program reports as required by the Hawaii State Legislature and other federal and state agencies.

Monitoring all accounting activities related to SBC program reimbursements and State share payments.

Minimum Qualifications:

Education Requirement:

Graduation from an accredited four‑year college or university with a bachelor’s degree. Excess work experience may be substituted on a year‑for‑year basis, provided it is of comparable scope, level, and quality. The education or experience background must also demonstrate the ability to write clear and comprehensive reports, read and interpret complex written material, and solve complex problems logically and systematically.

Specialized Experience:

Two and one‑half (2‑½) years of progressively responsible professional experience in one or a combination of the following:

Type 1:

Experience demonstrating ability to conduct studies and analyses of programs or projects, coordinate development and evaluation of programs, and perform analytical work involving identification of information needs, data collection and analysis, problem identification, and recommendation development.

Type 2:

At least two (2) years of progressively responsible professional work experience in a Medicare/Medicaid or related medical assistance program, including knowledge of principles and practices of education and medical assistance program development, administration, and operations; state and federal laws; research principles; effective communication; independence; liaison functions; and implementation of school‑based claiming program tasks.

Substitution Allowed:

Possession of a Master’s Degree in Business Administration, Public Administration, or a field pertinent to Medicare/Medicaid or other related medical assistance program may be substituted for one (1) year of the Specialized Experience‑Type 1.

Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. Calculation of experience is based on full‑time, 40‑hour workweeks.
