DEPARTMENT The Building and Safety Division is responsible for the application and administration of State and local building regulations in order to safeguard life, health, property and the public welfare.

RESPONSIBILITIES

Reviews plans, architectural drawings, structural calculations, and specifications submitted with development permit applications to ensure completeness and conformance with the department's requirements.

Provides information to architects, engineers, designers, contractors and homeowners regarding code and building standards questions.

Assists office personnel regarding plans and documents for permits and technical matters.

Assists field inspectors and planners regarding codes and zoning issues.

Attends meetings and functions relating to building safety, construction, fire safety, plan review, etc.

Maintains knowledge of applicable codes, law standards and ordinances; may research codes and standards for Building Official.

Performs basic mathematical calculations on plans to determine compliance.

Read, interpret and explain zoning codes and related regulations and ordinances.

Evaluates a variety of applications and proposals for completeness; advises applicants of plan review process and status.

Assists in preparing materials for public meetings; assists in distributing agenda packets and posting public notices.

Utilizes computer applications, including permit program software and GIS applications, to access property information; enters application data and tracks status of applications.

Performs related duties as assigned.

EDUCATION AND EXPERIENCE Graduation from an accredited high school or successful completion of the G.E.D. exam and two (2) years of responsible experience in the performance of plan review work or a variety of construction work performed in conformance with model building, electrical, mechanical, and plumbing codes.

OTHER REQUIREMENTS

Must possess a valid California class "C" driver's license and maintain an acceptable driving record (three (3) or fewer DMV points issued within the past five (5) years and no more than one (1) DUI within the past ten (10) years).

Possession of an International Code Council (ICC) Building Plans Examiner certification is required at time of application.

Possession of at least one of the following ICC certifications is highly desirable:

International Building Code

International Residential Code

International Plumbing Code

International Mechanical Code

International Electrical Code

KNOWLEDGE OF

Building materials and modern methods of construction;

Familiarity with all types of materials used in electrical, mechanical, and plumbing installations;

Basic principles of electrical wiring for residential installations;

Model codes including the Uniform ICC Building Code, Uniform ICC Mechanical Code, National Electrical Code, Uniform ICC Plumbing Code, Title 24 of the California Code of Regulations and other related codes;

Customer service techniques and principles;

Effective communication skills.

ABILITY TO

Understand provisions of applicable codes, ordinances, and regulations;

Apply technical knowledge and use sound plan review methods to evaluate plans and specifications for completeness and potential violation of applicable codes;

Read and interpret diagrams, plans and specifications;

Maintain cooperative working relationships with owners, design professionals, contractors, the general public, and other City employees;

Commit to providing quality customer service.

SELECTION PROCESS The application and supplemental questionnaire will be reviewed very carefully, and only those who appear to have the best qualifications will be invited to continue in the recruitment process. Meeting the minimum requirements does not guarantee moving forward in the recruitment process. The finalist must successfully pass an extensive background and reference check prior to appointment.
