Performs a variety of
duties related to directing, developing, coordinating, and monitoring
city recreation youth programs.
SUPERVISION RECEIVED Works under the general supervision of the Recreation Supervisor.
SUPERVISION EXERCISED Provides close to general supervision to part-time and seasonal workers; assumes duties and responsibilities of Recreation Supervisor in his/her absence.
Designs, develops, implements and schedules a variety of youth sports leagues such as baseball, basketball, softball, football, golf, and soccer and youth programs such as classes, camps, arts & crafts, clinics, outdoors, events etc.; evaluates program delivery and identifies areas for improvement and the benefits to the community and recreation department.
Coordinates, supervises, develops, and fosters working relationships with school districts, personnel, businesses, staff, and public in using recreational facilities in a joint use agreement; and to enhance recreational programs in the area.
Set up and maintain program facilities and teach sport‑specific skills and fundamentals to youth participants. Develop a good working relationship with participants and others and resolve any issues or concerns as needed.
Recruits, trains and supervises seasonal staff, including sports officials, through the scheduling of program work assignments, educating them on job related tasks and responsibilities; scheduling themselves for on‑site visits of programs, evaluates employee performance and makes recommendations for personnel actions such as advancement, promotion, demotions, suspensions and termination.
Recruits and coordinates an Umpire in Chief (UIC) for youth baseball program and performs UCI duties in the absences of a UIC. When necessary, assigns contracted officials to umpire and officiation games for a variety of sports.
Provides program info to marketing coordinator for marketing and advertising youth programs; When directed, provide public announcements to inform the community of recreational opportunities; delivers publicity and information to local media, advertises by direct marketing and word of mouth; promotes recreational events and programs for year‑round public involvement and enjoyment; promotes public relations. Works closely with local businesses to promote programs and receive funding to help maintain on going sports events and activities.
Works closely with the Recreation Supervisor to develop a recreational program budget for youth and adult sports programs and submits the same for final approval of Recreation Superintendent; monitors programs expenditures to insure conformance with established fiscal program,
Designs, develops and implements emergency protocols, participant handbooks, and other reports and materials in order to maintain current information and program procedures.
Prepares a variety of reports reflecting program success in terms of community participation and cost effectiveness; prepares periodic budget reports identifying department fiscal activity. Conducts and maintains an inventory of department supplies, materials, and equipment; informs supervisor of inventory needs and initiates requisition of the same.
When directed, attends various conference and workshops to keep abreast of current trends in community recreation; recommends changes in department policies, programs and organization to better achieve department goals. Enforces policies and administrative procedures for program operations.
Obtain national certifications related to recreation management and/or sports administration
Performs related duties as required.
1. Education and Experience: A. Graduation from an accredited college or university with a bachelor's degree in municipal recreation or a related field;
OR
B. Four years (4) of experience in municipal recreation program development and maintenance.
2. Knowledge, Skills, and Abilities: Working knowledge of
principles and practices of community recreation development; some knowledge of program evaluation methods and techniques; some knowledge of principles of supervision; some knowledge of interpersonal communication skills and public relations; some knowledge of budget development fiscal management; some knowledge of technical writing. Working knowledge of teaching and instructing principles.
Some skill
in cooperative problem-solving.
Ability to
carry on multi‑recreation programs; ability to evaluate program and personnel effectiveness and efficiency without partiality; ability to generate genuine rapport with all age groups; ability to communicate clearly and effectively, verbally and in writing; ability to develop effective working relationships with supervisors, state and local agency personnel, fellow workers, community interest groups and the public.
3. Special Qualifications:
Must possess a valid Idaho driver’s license within 6 months of hire.
Certification as a youth sports administrator preferable.
Sports officiating knowledge or experience such as basketball, football, baseball, volleyball preferable
Must be available to work, days, nights, and weekends as programs require.
Tasks require a variety of physical activities generally involving muscular strain. Physical demands may occur in activities related to walking, standing, stooping, sitting, reaching, running, jumping, etc. Talking, hearing and seeing required in the daily performance of job duties. Occasional exposure to environmental hazards resulting from working in a recreational environment. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving.
