Disaster Management – Individual Assistance Specialist II – Reservist (On Call) – Colorado
ICF’s Disaster Management Division is hiring Individual Assistance Specialists to join our Reservist (On Call) cadre. The role may begin with work in Colorado but is part of a U.S.–wide Reservist (On Call) pool, requiring travel and the flexibility to respond to disaster assignments. Initially, hours may be full‑time and later shift to part‑time as projects conclude.
As a Reservist (On Call) IA Specialist you will step in when communities need you most—deploying to disaster‑affected areas to provide critical support. These temporary assignments involve flight and vehicle travel, demanding resilience, logistical ability and flexibility in fast‑changing environments.
Key Responsibilities
Guide disaster survivors through the application process for FEMA’s Individual Assistance Program and other support services.
Collaborate with applicants to collect and submit essential documentation.
Provide ongoing support and clarify program requirements throughout the application process.
Examine and validate documentation for accuracy and adherence to program guidelines.
Direct individuals to additional local, state or federal resources as needed.
Perform field visits to evaluate circumstances, confirm damages and determine eligibility.
Compile comprehensive reports and case notes and manage all casework using relevant data systems.
Demonstrate sensitivity and empathy in all interactions with disaster survivors.
Work in conjunction with Federal, State and local partners to resolve issues related to applicant cases.
Maintain full professionalism in communications and conduct, coupled with excellent reporting, time management and adherence to instructions.
Must Have Qualifications
Associate’s degree in a related field.
2+ years of experience in disaster assistance, emergency management, social services or related field.
Willingness and ability to travel by flight and vehicle for program needs and to disaster‑affected areas.
Valid U.S. driver’s license and successful Motor Vehicle Records check.
Availability for short‑term notice and austere conditions.
Professional Skills & Experience
Superior customer service skills, ability to facilitate and negotiate problems and accept direction.
Excellent critical‑thinking skills and desire to take initiative.
Proficiency with Microsoft Office (Excel, Word, Outlook, Teams, SharePoint).
Strong organizational skills, attention to detail and ability to manage multiple cases in high‑pressure situations.
Excellent verbal and written communication skills, with strong documentation and reporting abilities.
Ability to work under changing tight deadlines and priorities.
Ability to work in emergency and disaster situations, including demanding conditions.
Preferred Skills & Experience
2+ years of experience with FEMA Individual Assistance Program requirements and guidelines.
Bachelor’s degree in a related field such as disaster or emergency management.
Experience with grant portals or state grant systems.
Direct experience in major Disaster Recovery and/or Response efforts, emergency management EOC or response operations.
FEMA training courses (ICS, NIMS, NRF).
