Occupancy Specialist/Property Manager - Whitewater Lutheran Social Services (LSS) is a private, non-profit, human service agency providing a variety of services throughout Wisconsin and Upper Michigan. LSS has grown to become one of the largest human service agencies in the two state area serving more than 125,000 clients annually. Lutheran Social Services of WI & Upper MI is currently seeking an Occupancy Specialist / Property Manager to serve 3 HUD Housing buildings: 2 located in Whitewater and 1 property in Janesville. The employee will provide property management services for 38 units. Responsibilities

Serves as a representative of the agency and the properties/programs to internal and external customers. Establishes and maintains appropriate relationships with stakeholders. Assumes primary and direct responsibility for managing tenant and stakeholder issues related to the property and tenant relations; works independently and with supervisory staff to address concerns in a consistent and timely manner. With supervisory assistance, enforces lease requirements and project rules. Works as a collaborative team member to support the Business Unit and Continuum of Care model. Completes the HUD Certified Occupancy Specialist training as assigned. Maintains a working knowledge of HUD handbooks and implements their requirements. Markets and promotes the project(s) to ensure occupancy rates that meet or exceed budget. Implements administrative rules for occupancy of the project(s). Collects all payments to the project, including security deposits, pet deposits, damage payments, and monthly rents; records payments, prepares monthly deposit reports, and participates in credit card processing following established protocols. Receives, reviews, and provides feedback on monthly project financial reports; monitors charges and ensures rents and income are accurately reflected. Communicates discrepancies or areas of concern to supervisory staff. Obtains, reviews, and submits documentation for tenant certifications and leases; ensures accuracy. Matches third-party verified data against EIV data; investigates and resolves discrepancies. Maintains a complete and accurate HUD-compliant waiting list as assigned. Ensures compliance with Fair Housing laws and participates in annual Fair Housing training. Ensures compliance with administrative rules for occupancy, including income limits, screening checks, and income targeting. Maintains complete and compliant tenant files meeting LSS and HUD standards/regulations; maintains tenant files as assigned. Implements LSS, HUD, and municipal expectations related to project curb appeal and facility standards; provides direct services to accomplish these goals, including snow/ice removal, landscaping, and trash cleanup, working with maintenance and supervisory staff within the annual budget. Provides direct building services such as cleaning, preps unit turnovers, and coordinates with maintenance staff as assigned. Purchases project supplies per agency and funder expectations and budget constraints. Prepares for and participates in facility compliance inspections (HUD, WHEDA, MMAM, REAC, city, state, etc.). Conducts apartment inspections per program expectations. Has responsibility for on-call/after-hours communications regarding facility and resident issues and responds to emergency calls within prescribed timelines. Coordinates facility testing (fire extinguishers, elevators, sprinkler systems, smoke detectors, batteries, and fire inspections) as required. Completes background and credit checks as assigned. Ensures quality programming through best practice standards and contract/licensing requirements. Completes required training within prescribed timeframes and coordinates participation in training with supervisory staff within budget. Maintains MSDS book for each assigned project(s). Must have a valid driver’s license and reliable transportation to perform the essential duties; a motor vehicle record check with a satisfactory driving record per LSS procedures is required, and ability to meet LSS auto insurance requirements. Position may travel daily between programs and occasionally travel within Wisconsin and Michigan for training and meetings; may include some overnights.
