The Notice of Funding Opportunities (NOFO) Lead for the Industrial Technologies Office serves as the central coordinator and subject‑matter expert for the full lifecycle of Funding Opportunity Announcements. This role oversees the development, release, and execution of NOFOs in alignment with established SOPs, working closely with Technology Managers, Contracting Officers, Legal and Intellectual Property (IP) teams, National Environmental Policy Act (NEPA) reviewers, and other internal stakeholders. The NOFO Lead manages applicant engagement and reviewer coordination, ensuring a transparent, compliant, and efficient evaluation process. They use their technical background to support review activities and provide high‑quality feedback, while leveraging DOE software systems (such as EERE eXCHANGE) to track submissions and manage workflows. This position requires strong project‑management skills to balance multiple priorities and deadlines, ensuring timely and accurate delivery of all NOFO‑related milestones. Responsibilities
Lead and manage the full lifecycle of NOFOs within the Industrial Technologies Office, ensuring compliance with established processes and federal requirements. Coordinate cross‑functional collaboration with Technology Managers, Contracting Officers, IP/Legal teams, NEPA, and other internal stakeholders throughout the NOFO process. Oversee applicant engagement and support, ensuring a smooth submission and communication experience. Manage the reviewer process, including recruitment, coordination, training, and quality control. Use the ITO NOFO platform, EERE eXCHANGE to oversee workflow, submissions, reviewer assignments, and documentation. Ensure timely execution of all NOFO milestones by managing multiple priorities, schedules, and deliverables. Provide technical insights to support application reviews and ensure accurate, constructive feedback. Interpret and apply NOFO‑related SOPs, ensuring all steps meet procedural and compliance requirements. Serve as the primary point of coordination among Technology Managers, Contracting Officers, Legal/IP, NEPA, and other essential partners. Facilitate applicant communications, provide guidance on requirements, and troubleshoot submission issues. Recruit, assign, and manage reviewers while ensuring equitable and effective workload distribution. Conduct or support reviewer training, clarifying scoring criteria, evaluation standards, and procedural expectations. Track, monitor, and maintain all key deadlines, schedules, and progress updates across multiple active NOFOs. Manage data, submissions, and workflow processes within EERE eXCHANGE, ensuring accuracy and completeness. Provide technical review or support for the assessment of applications, contributing to strong and consistent feedback for applicants. Identify process gaps or obstacles and recommend improvements to enhance efficiency and compliance. Maintain organized documentation and prepare status reports or updates for internal stakeholders. Ensure transparency and fairness in the evaluation process by upholding consistent procedures and guidance. Requirements
Bachelor’s Degree in relevant field (Engineering, Business Administration, or other appropriate discipline) with familiarity in ITO/DOE programs and technologies. 5+ years’ experience (preference is for experience with DOE programs). Comprehensive knowledge of the missions, objectives, policies, projects, and programs; the schedules for key milestones; the available resources; and management’s commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/program. Skill in effectively communicating complex subjects, both orally and in writing, to senior‑level management and officials both within the organization as well as external organizations. Ability to balance multiple long‑ and short‑term projects and competing priorities. Strong organizational skills and attention to detail. Strong analytical (quantitative and qualitative) and decision‑making capabilities. Demonstrated independent problem‑solving skills. Successful drug screening. Must be eligible to obtain and maintain a security or clearance badge. Preferred Qualifications
Located in Denver, Colorado area from DOE‑GFO with a hybrid work agreement. 5+ years’ experience (preference is for experience with DOE programs). Experience working with interdisciplinary teams. Strong ability/interest in making connections and building collaborations. Benefits
