Qualifications
Bachelor's degree in engineering or related field.
Seven (7) years' experience in cost estimating or contract pricing for major capital projects.
ASPE and/or AACE International certifications are desirable.
Duties
Lead project-specific estimating teams.
Compile and analyze cost factors, including materials, labor, equipment, and profit.
Perform complex cost estimates and analyses for capital and professional services projects.
Evaluate deliverables for cost containment, accuracy, and completeness.
Evaluate quotes, bids, change orders, value engineering, and claims for accuracy.
Acquire and evaluate pricing and historical vendor data.
Forecast costs for future and ongoing projects.
Prepare technical reports and present recommendations.
Develop and implement cost estimation standards and tools for Metro capital budgets and project designs.
Conduct needs assessments.
Prepare Independent Cost Estimates for contracts, changes, and claims.
Provide cost and price analyses of consultant and contractor proposals.
Review and comment on consultant estimates.
Support funding validation requests.
Support Metro audit services with technical analyses.
Conduct construction market and bidding trend analyses.
Continuously improve cost estimating functions.
