Experienced Foreign Military Sales (FMS) Program Analyst – Hybrid Telework
Serco is excited to bring an experienced analyst to support the F‑35 Joint Strike Fighter Program Office. The role provides program management support across the full acquisition lifecycle, including development, production, and sustainment, and serves as the focal point for all F‑35 fleet users, U.S. services, international partners, and foreign military sales programs.
Responsibilities
Assist in international integration and support for partner and FMS customer countries, including managing LOAs and supporting national deputies and service deputies.
Support U.S. Government Program Managers in leading and reviewing program activities and ensuring each program remains on track.
Collaborate with New Business teams to provide F‑35 information to potential customers and help build LOAs for aircraft acquisition.
Develop, negotiate, and implement international agreements such as MOUs and LOAs, coordinating reviews and approvals.
Serve as a cross‑PMO coordination focal point for ID country requirements, PMR action items, and non‑U.S. development, sustainment, and production challenges.
Coordinate with U.S. agencies on programmatic or policy matters pertaining to F‑35 cooperative and FMS programs.
Maintain open communication and maximum transparency with industry and international ministries of defense through partner deputies and FMS foreign liaison officers.
Qualifications
Onsite support at Crystal City, Arlington, VA (F‑35 Joint Program Office) for at least 3 days per week, coordinated with supervisors.
Active Secret clearance.
Five (5) years of recent experience related to international acquisition programs.
Five (5) years of experience in DoD aircraft acquisition or at least ten (10) years of aircraft operational experience.
Master’s degree in a related field (or bachelor's degree plus an additional four years of experience in international acquisition programs).
Experience with defense acquisition program management, DoDI 5000.2, DODD 5530.03, and IC in AT&L Handbook.
Demonstrated knowledge of system acquisition principles, policies, and practices for planning, organizing, and coordinating development, production, deployment, and sustainment.
Experience with Security Assistance/Security Cooperation programs and the FMS sales process per SAMM and DoD 5105.38-MX.
Ability to travel up to 25% of the time.
Salary Range Estimated salary range: $100,000 - $200,000.
