The

Construction Site Quality Specialist (Project Lead)

is primarily responsible for ensuring the

safety of all personnel

assigned to their projects while promoting strong

environmental stewardship . This role ensures projects are executed

safely, on schedule, and within budget , in alignment with customer expectations. Success is achieved through effective coordination of assigned work and proactive oversight of field activities.

The Project Lead works closely with the

Outage Manager, Outage Planner, Safety Specialist, Outage Scheduler, and other Project Leads

to meet outage and project objectives. This role is responsible for directing resources to address issues related to

safety, schedule, and cost , and for communicating any changes or deviations from the approved plan to the Outage Manager. The Project Lead also supports the identification, avoidance, and mitigation of risks or obstacles that could impact the successful completion of outage activities.

Key Responsibilities

Ensure the

safety of all personnel

supporting assigned projects by maintaining awareness of work activities within scheduled windows and resolving conflicts as they arise. Maintain a

minimum 80% on-site presence

throughout the project duration.

Perform

construction site oversight and quality inspections

to verify field workmanship and materials provided by vendors and subcontractors.

Under the direction of the Outage Manager and/or Project Manager, inspect work quality and verify compliance with

contract specifications, regulatory requirements, applicable codes, and company standards

using visual inspection and construction expertise.

Ensure all products and services delivered meet

purchase order requirements

and are capable of performing as intended.

Oversee and monitor the

installation or demolition of foundations, structural steel, pipelines, and mechanical/electrical systems

supporting capital projects related to power generation.

Identify and report any deviations from contract specifications or material requirements to the Outage Manager, Site Construction Manager, and/or Project Manager.

Prepare and provide

quality inspection reports and status updates

to management as requested.

Communicate observations and concerns to contractors, engineers, safety personnel, and management to support continuous improvement.

Review and submit

Daily and Weekly Contractor Charges Worksheets (CCWs), timesheets, and Miscellaneous Contractor Charges (MCCs)

in accordance with established procedures.

Apply and comply with guidance outlined in the

Power Generation Outage and Generation Projects Contractor Leadership Safety Orientation Handbook ("Yellow Book") .

Apply and comply with the

Power Generation Outage Group Project Lead Handbook ("Blue Book") .

Qualifications

Working knowledge of

power generation systems and environmental control equipment .

General knowledge of

construction and operational field practices , equipment utilization, and work sequencing.

Strong

problem‑solving skills

with attention to detail, including the ability to compare construction specifications and material requirements against completed work.

Proficient in reading and interpreting

technical manuals, drawings, and specifications , with the ability to prepare concise written reports.

Demonstrated ability to

plan, organize, prioritize, and schedule work

to meet construction deadlines.

Proficiency with

Microsoft Office applications , including Excel, Word, Outlook, and Access.

Ability to work effectively with management, peers, and contractors while making sound decisions.

Familiarity with

OSHA scaffolding requirements

and standard industry safety practices.
