Property Appraiser 4 Job Location: 1600 W. Monroe St., Phoenix, AZ 85007

Position Summary The Property Appraiser 4, CVP conducts appraisals of all centrally valued properties (CVP) types (e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads, pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that comply with Arizona Revised Statutes, standard appraisal methods/techniques, and guidelines and rules of the Arizona Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax purposes. This role may be called upon as an expert witness to review, discuss, and defend values in informal taxpayer conferences, before both judicial and administrative bodies and formally represent valuations on behalf of the Department and the State.
Supervision This position does not have direct reports.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties
Property Appraisals
Determines the full cash value for centrally valued properties as assigned to include:
Performs annual appraisals of centrally valued property, as assigned
Prepares, creates, and facilitates appraisal exhibits and presentations for workshops, roundtable discussions, and classes to county assessor personnel.
Compiles and analyzes data taking into consideration all relevant factors according to appraisal industry standards, e.g., construction costs, location, income, replacement costs, capitalization rates, highest and best use, comparable sales data, economic trends, market conditions, etc.
Provides recommendations on issues and presents alternatives as appropriate to assignment
Works closely with other agency staff, county assessors’ offices, property owners and real estate industry representatives in researching property values, property classification, component data, sales transaction information, etc.
Writes comprehensive appraisal narratives, as needed.
Performs appraisals of county valued property types, as needed or requested by the District
Performs on-site inspections and site visits involving in-state travel.
Representing Valuations
Prepares reports and presents the Department's position in taxpayer's conferences.
Prepares and provides testimony at the Board of Equalization and in the Superior Court.
Data Integrity / Custodian of Records
Notifies taxpayers of annexations periodically throughout the year and ensures up-to-date CVP/CCIS (Centralized County Information System) database land files and cost records.
Works within the CCIS to ensure up-to-date tax area codes
Annual Reports
Reviews and revises annual reports forms for assigned centrally valued properties.
Agency/Department Compliance & Continuous Improvement
Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
Prepares special reports, monitors litigation and works with attorneys on lawsuits involving above industries.
Actively contributes to team and individual effectiveness through the following:
Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
Completes all required training in a timely manner.
Participates in assigned work teams as appropriate.
May complete periodic metrics, projects, huddle boards and reports as requested (e.g., research taxpayer's inquiries, prepare management reports as needed, participate in appraisal of property which may include assigned valuation as needed by the District, etc.)
Prepares for and actively participates in 1:1 coaching with supervisor
Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.

Knowledge, Skills & Abilities (KSAs) Education & Experience
Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.A.), training, coursework, and work experience relevant to the assignment.
Minimum of four (4) years’ previous property appraisal experience
Licenses & Certifications
Successful completion of the DOR intermediate appraisal certification program or ability to successfully complete the program within three years after the hire date.
Ability to attend and successfully complete WSATA Courses 100 and 102 within 4 years of hire date.
Valid, Arizona Driver’s License
Knowledge/Understanding
Knowledge of federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax court cases pertaining to property tax
Knowledge of accepted ad valorem appraisal principles techniques and practices
Knowledge of principles accounting, financial theory, and standard appraisal methods of property valuation
Skills
Strong verbal, written, and listening communication skills
Strong mathematical skills to include addition, subtraction, multiplication, division, average, percentage, simple and compound interest, gross yield, capitalization rates, and depreciated costs
Effective interpersonal skills and demeanor
Effective presentation and public speaking skills
Effective organization and time management skills with the ability to make progress on multiple duties and tasks simultaneously and work in high-pressure situations
Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Access, Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive.
Abilities
Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
Ability to develop exhibit packages for review and presentation
Ability to analyze collected income, expense, and sales data and to develop capitalization rates from this data for all types of income producing property.
Ability to create and facilitate presentations for workshops, roundtable discussions, and classes to county assessor personnel
Ability to design and demonstrate how data is captured, how property is appraised, and how the values are distributed amongst the counties
Ability to travel up to 10% of time, and operate a vehicle to attend workshops, roundtable discussions, and classes
Ability to create, measure, monitor, and analyze metrics for standard processes.
Ability to work both independently and collaboratively as part of a team
Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
Ability to learn and apply lean principles and practices
