Housing Inspector Senior – Department of Housing and Community Development Salary Range $57,396 – $69,767 annually

Starting Pay: $57,396 annually

Job Summary A Housing Inspector Senior inspects the interior and exterior of vacant and occupied single, two‑family, multiple‑family dwellings and other large buildings to enforce Baltimore City Codes and Ordinances, including health, housing, zoning, sanitation, building, fire, and related codes. Incumbents receive moderate supervision from a technical superior, work a conventional workweek with 24‑hour callback duty, and perform work in various city neighborhoods that may present seasonal extremes, rodents, insects, and deteriorating structures. The job includes continual standing and walking.

Minimum Qualifications

Completion of two years at an accredited college or university.

Two years of experience in housing inspection work.

Or a high‑school diploma or GED with four years of experience in housing inspection work.

Or completion of one year of the Baltimore City Housing Inspector Apprenticeship Program and two years of experience in housing inspector work.

Licenses, Registrations, and Certificates

Valid Maryland Class C Noncommercial driver’s license (or equivalent). Provisional driver’s license or learner permits are not acceptable.

Must have a valid driver’s license copy uploaded with the application.

Certification as a Property Maintenance and Housing Inspector by the International Code Council (ICC) is required; revocation or failure to maintain the certification is grounds for dismissal.

Incumbent must have their own vehicle to fulfill job functions.

Knowledge, Skills, & Abilities

Knowledge of residential maintenance, sanitation, and occupancy requirements in Baltimore City Codes, including health, housing, zoning, sanitation, building, fire, and related codes.

Skill in inspecting properties and determining code violations.

Ability to deal effectively with property owners, managers, tenants, and the general public.

Ability to use computer, proprietary business software, and common business software packages to prepare clear and concise reports and maintain records.

Ability to assign and review the work of housing inspection personnel.

Ability to use voltage meter, digital camera, and other related test equipment and devices.

Ability to train personnel in housing inspection techniques.

Background Check Eligible candidates under final consideration for appointment to positions identified as positions of trust must complete authorization for a Criminal Background Check, and Fingerprint requirements must be successfully completed.

Probation All persons, including current City employees, selected for this position must complete a mandatory six‑month probation.

Eligibility Qualified candidates will be considered for vacancies as they arise for a period of at least six months. The Director of Human Resources has final authority regarding acceptable minimum qualifications.

Education Accreditation Applicants’ education must be obtained from an accredited institution. Credentials obtained outside the U.S. must be evaluated for U.S. equivalency. Evaluation agencies information may be obtained at

Selection Process All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. Training and experience of each candidate will be evaluated for appropriateness and quantity.

Examination Process Applicants must provide sufficient information on their application to show that they meet the minimum qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months. The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.
