Company Summary Impact Housing (IH) is a vertically integrated modular design-builder and developer headquartered in Southern California.

Our mission is to continuously evolve the world’s most sophisticated and efficient housing delivery system. We pursue this mission by reimagining every element of how multifamily projects are designed, manufactured, and built—driving down costs, shortening schedules, and expanding access to high-quality housing for the people who need it most, whether through LIHTC or unsubsidized projects.

To date this decade, the IH team has built or is actively developing close to 1,500 modular units at all-in costs of roughly $275,000 per unit—demonstrating a scalable, repeatable path to affordability. With the capability to produce approximately 1,000 units per year today, IH is expanding to meet growing demand in San Diego, Los Angeles, and beyond.

We are now entering the next stage of our growth and strengthening every team across the company to achieve our next set of goals. We plan to manufacture and build more than 10,000 units through 2030. To accomplish this, we are implementing the Lean Standard Model company-wide; deploying AI at every level of the company; and positioning IH as a national thought leader in modular development.

Position Summary This senior leadership role is responsible for directing Impact Housing’s development team in delivering projects where we serve as the sponsor and developer, utilizing our modular design-build model to design, manufacture, and construct each community. The individual in this position will oversee our vertically integrated teams to source opportunities, underwrite and finance deals, manage projects through all phases, and ensure successful delivery across LIHTC, market-rate, and other affordable housing product types.

This leader will serve as a key liaison with investors, partners, property owners, and city agencies while spearheading efforts to secure new development opportunities, manage client relationships, and lead proposal/RFP pursuits.

Business Development & Client Relations

Identify, prioritize, and pursue new development opportunities with investors and partners.

Lead all project level investor reporting related to active self-development projects.

Lead pipeline development and project sourcing for new self-development projects.

Develop and implement strategies across development and sourcing.

Lead RFP pursuits.

Strategic & Financial Oversight

Consolidate and manage budgets across projects and verticals, ensuring cost control and efficiency.

Oversee financial processes including pay requests, project billing, and cost tracking.Provide accurate, timely reporting of business development and project status to leadership.

Project Leadership & Execution

Align and coordinate all vertical functions to support successful project delivery.

Establish and manage project schedules, resources, and logistics.

Secure permits and other required approvals.

Monitor and manage scope, schedule, and cost changes across projects.

Ensure compliance with codes and ordinances.

Team Leadership & Development

Provide clear leadership, accountability, and collaboration across all teams.

Lead cross-functional team throughout development cycle.

Delegate tasks effectively, based on team strengths and capacity.

Develop and implement training and best practices for project and business development functions.

Foster a culture of quality, efficiency, and client-focused service.

Quality & Close-Out

Lead project quality processes, ensuring strong documentation, cost management, and schedule performance.

Manage close-out processes for smooth turnover and client satisfaction.

Qualifications Experience

10–15 years of experience in real estate development or design-build.

Minimum 5 years in a senior leadership role, managing cross-functional teams and client relationships.

Demonstrated success in project delivery (budget, schedule, compliance, and quality).

Experience in modular construction or prefabrication is strongly preferred.

Technical Knowledge & Software

Proficiency in project management platforms (Procore, MS Project, Primavera P6, or similar).

Strong skills in financial modeling & cost estimating tools (Excel, Timberline, Sage, or equivalent).

Presentation and proposal development skills (PowerPoint, Adobe InDesign, or equivalent).

General knowledge of BIM/Revit and coordination tools (Navisworks, AutoCAD) is a plus.

Education and Credentials

Bachelor’s degree in Construction Management, Architecture, Engineering, Real Estate Development, or related field (required).

Master’s degree in business administration (MBA), Real Estate Development, or similar field (preferred but not mandatory).

Compensation

Competitive salary of $180,000-$200,000 – commensurate on experience
