The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities.
Key Responsibilities
Provide day-to-day supervision of staff, ensure contractual compliance, and maintain program quality throughout New York City.
Assure adherence to agency policies, procedures, and all federal, state, and city regulations governing programs.
Establish and maintain supervisory controls to ensure unit work is processed consistently and timely.
Hold regular supervision meetings with subordinates individually and as a group; evaluate staff annually, analyze performance data, and provide technical assistance and corrective action for underperforming Community-Based Organization (CBO) contractors.
Conduct site visits to program sites and respond to public inquiries; prepare unit reports such as biweekly reports, accomplishment reports, data & program summary reports, and presentations.
Represent DYCD at conferences, symposia, and other forums.
Advise the Director on developing and implementing policies, including attendance and outcome tracking systems.
Perform other duties as assigned or directed.
Strategic Leadership: Support the Director in shaping and executing organizational strategy with a focus on innovation, agility, and sustainable impact.
Creative Problem Solving: Lead the development of novel solutions to complex challenges, fostering a culture of experimentation and continuous improvement.
Operational Excellence: Oversee high-priority projects and programs, ensuring timely delivery, quality outcomes, and alignment with organizational goals.
Innovation Champion: Identify emerging trends, technologies, and opportunities to enhance organizational effectiveness and service delivery.
Team Leadership & Development: Inspire and mentor a high-performing team; promote a collaborative, inclusive, and high-energy culture.
Stakeholder Engagement: Cultivate productive relationships with internal and external stakeholders; represent the organization at key meetings and events.
Rapid Execution: Operate with urgency and decisiveness, driving progress on multiple fronts while adapting quickly to change.
Minimum Qualifications
A baccalaureate degree from an accredited college or university, recognized by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), and four years of satisfactory, full-time community liaison, community organization, or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating, and/or administering a large community service program or activity.
A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in “1” above, at least two years of which must have been in a broad administrative or policy-making capacity.
Education and/or experience equivalent to “1” or “2” above. Undergraduate education above the high school level may be substituted for the community liaison, community organization, or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of four years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization, or community relations experience, but not for the two years of broad administrative or policy-making experience described in “1” above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of two years.
All candidates must possess a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in “1” above.
Preferred Skills We are seeking an independent, self-motivated individual with strong oral and written communication skills and interpersonal skills. The successful candidate must also have experience in supervision and coaching within program management and development, preferably in the field of human services and youth development. Experience working with youth, presenting at public meetings and conferences, and facilitating meetings and reporting is desired.
