The Town of Truckee is seeking a Director of Neighborhood Services and Sustainability to play a vital role in leading a number of the Town's community-facing programs and services. Reporting to the Town Manager and serving as a key member of the Town's executive leadership team, the Director of Neighborhood Services will serve as a Department Head with areas of oversight including housing, solid waste, sustainability, short-term rental management, and the Town's Inclusion, Diversity, Equity & Accessibility (IDEA) program.
The Neighborhood Services and Sustainability Department is the Town's newest department, responsible for leading several community-facing programs and services. JOB DESCRIPTION Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Neighborhood Services and Sustainability Department such as sustainability, solid waste, housing, short-term rentals, inclusion, diversity, equity, and accessibility; formulates departmental goals, objectives, policies and procedures, work standards, and internal controls; coordinates assigned activities with other Town departments, officials, outside agencies, and the public; fosters cooperative working relationships among Town departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the Town Manager in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED Receives administrative direction from the Town Manager or designee. Exercises direct supervision over supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS This is a department head classification that oversees, leads, and participates in all activities of the Neighborhood Services and Sustainability Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Town Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Town functions and activities, including the role of the Town Council, and the ability to develop, oversee, and implement interdisciplinary projects and programs. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives and serves as an advisor and contributor to executive management and Town Council on policies, procedures, and major Town initiatives.

Assumes full management responsibility for all Neighborhood Services and Sustainability Department programs, services, and activities.
Develops, directs, and coordinates the implementation of goals, objectives, policies, procedures, and work standards for the Neighborhood Services and Sustainability Department; establishes, within Town policy, appropriate budget, service, and staffing levels.
Selects, trains, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; works with employees to correct deficiencies; implements discipline and termination procedures; responds to staff questions and concerns.
Contributes to the overall quality of the department’s service by developing, reviewing, and implementing policies and procedures to meet legal requirements and Town needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement; oversees change management and implementation.
Manages the development and administration of the department budget; directs the forecast of additional funds needed for staffing, equipment, and supplies; directs the monitoring of and approves expenditures; directs and implements budgetary adjustments as necessary.
Determines resource acquisition, training programs, and procedural changes to ensure retention of qualified staff and the provision of services to the community in an effective, efficient, and economical manner.
Represents the department to other Town departments, elected officials, and outside agencies; explains and interprets departmental programs, policies, and activities; serves as spokesperson for the department at community and public relations events; negotiates and resolves significant and controversial issues.
Directs and manages the development and implementation of grant‑funded programs and projects in line with grantor requirements and federal/state regulations; analyzes Town and community needs and guides the Town Council in the creation of strategic initiatives to address needs; collaborates with Town staff and outside service providers to deliver programs and services.
Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes; evaluates proposals and recommends project award; coordinates with legal counsel to determine Town needs and requirements for contractual services; negotiates contracts and agreements and administers same after award.
Conducts a variety of departmental organizational and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.
Participates in meetings and makes presentations to the Town Council and a wide variety of committees, boards, and commissions; attends and participates in professional group meetings.
Monitors legal, regulatory, technology and societal changes, and court decisions that may affect the work of the department; stays abreast of new trends and innovations in the fields of sustainability, solid waste, housing, short-term rentals, and inclusion, diversity, equity, and accessibility.
Directs the maintenance of working and official departmental files.
Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Town Manager.
Responds to public inquiries and complaints and assists with resolutions and alternative recommendations.
Ensures staff observe and comply with all Town and mandated safety rules, regulations, and protocols.

Equivalent to a bachelor's degree from an accredited college or university with major coursework in public or business administration, economics, urban planning, environmental science and sustainability, or a directly related field and seven (7) years of increasingly responsible municipal housing, sustainability, short-term rental management, inclusion diversity equity and accessibility, or related experience, including three (3) years of management experience.
LICENSES AND CERTIFICATIONS
Possession of a valid Driver’s License to be maintained throughout employment.
PHYSICAL DEMANDS
Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Town sites; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.
