Mediator | Workforce Relations Specialist
ProSidian Consulting is seeking a part‑time Workforce Relations Specialist to support an engagement for an agency within the United States Department of Commerce at the Office of Marine and Aviation Operations (OMAO) in Norfolk, VA. The role involves providing mediation and conflict resolution services among personnel across NOAA offices, fostering a safe, civil, and productive work environment.
Responsibilities
Lead detailed employee‑relations reviews and summarize findings in written reports.
Research and interpret agency policies, guidelines, and procedures to assess conflict situations.
Collaborate with OMAO HR and personnel to review current and potential conflicts.
Offer neutral guidance to facilitate effective conflict resolution.
Provide mediation support to OMAO employees on a variety of matters.
Identify mediation trends and adhere to best practices in conflict resolution.
Maintain a strong understanding of federal government business operations and work processes.
Support project teams and program managers, executing assigned work functions daily.
Summarize issues and findings in a clear, logical manner.
Apply strong analytical and problem‑solving skills throughout mediation engagements.
Qualifications
Bachelor’s degree in a relevant field (required; master’s preferred).
Mediation/arbitration training (required) and proof of extensive work history or credentials.
Minimum of 5 years experience in mediation, arbitration, or related human‑resources practice.
Experience in formal ADR services is a plus.
Strong independent work ethic and ability to function as part of a team.
Excellent attention to detail, organizational, and time‑management skills.
Proven ability to propose resolutions to complex technical, managerial, or operational problems.
Leadership, management, organizational, and decision‑making experience.
Client‑service orientation with strong interpersonal, written, and verbal communication skills.
Intermediate proficiency in MS Excel; experience with PowerPoint, Outlook, and related software.
Knowledge of financial and project‑management systems and procedures is desirable.
Travel Travel is allowed as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.
Location Work shall be conducted at Norfolk, VA.
