Job Description As a Proposal Manager, you’ll champion the development and delivery of our most strategic proposals and task orders. NOTE: This position is OPEN to all 50 States, in addition to the targeted markets listed. You’ll be joining the Enterprise Proposal Operations team and work collaboratively with leadership, management, subject matter experts, creatives, and capture teams to win new business. This position will require you to adapt to changing priorities in a dynamic environment and work on multiple assignments in tandem, with overlapping schedules.

How You Will Make a Difference
Manage and lead a team in the development of complex proposals and task orders to craft compliant, responsive, and compelling deliverables that solve our customers’ problems and differentiate us from the competition.
Set the overall strategy for content development and maintain a high degree of decision‑making authority.
Hold team members accountable for their work and encourage them to stay focused and motivated throughout the process; provide timely feedback, celebrate milestones and achievements, and recognize the contributions of each team member.
Provide strategic guidance and mentorship to team members.
Proactively manage stakeholder relationships and communicate proposal strategies and progress to senior leadership; contribute valuable insights and recommendations to improve overall efficiency and effectiveness of the proposal management function.
Refine and optimize proposal processes and best practices to drive pursuit excellence.
Perform detailed analysis of solicitation documents to assess requirements and build compliance matrices, schedules, and annotated outlines.
Manage, interact, and collaborate with:
Capture teams to guide proposal development efforts through the Business Acquisition Process (BAP).
Subject matter experts (SMEs) to convey our winning narrative throughout the submittal.
Graphics and desktop publishing teams to develop tailored templates, infographic concepts, and standards for proposal look and feel, writing style, and layout.
Facilitate proposal kick‑off meetings, milestone meetings, color reviews (pink, red, gold), and recovery periods to ensure quality deliverables; facilitate strategy‑driven workshops (e.g., storyboarding, strategy sessions, writer’s workshops) to produce compelling messaging and creative narratives.
Maintain comprehensive knowledge of past successful proposal activity and use Parsons’ repositories to identify past content potentially relevant to current proposal efforts.
Write non‑technical portions of the response (i.e., cover letters, executive summaries, team qualifications, and various management plans) and communicate win themes and discriminators.
Review all proposal drafts and final documents to ensure responsiveness, thoroughness, accuracy, and quality. Is familiar with the FAR and contract terms and provisions and can adapt them for new work as appropriate.
Establish production schedules and resource plans to ensure all required proposal documents are produced properly and delivered on time.
Facilitate lessons learned workshops and make recommendations to update processes, templates, tools, and best practices.
Lead team initiatives to introduce and promote efficiencies and improve win rates across the business segment.
Perform other responsibilities associated with this position as may be appropriate.

Manage, schedule, edit, and produce multi‑volume Federal proposals task order responses
Lead the proposal team’s execution of Parsons’ proposal process, proposal content, adherence to requirements and format, and managing our proposal team’s activities to create winning submissions
Lead proposal teams in an encouraging, diplomatic, and collaborative demeanor
Provide day‑to‑day leadership and direction of proposal resources with ability to communicate clearly with different groups and types of people
Facilitate strategy sessions, kickoff meetings, tag‑ups, color reviews, and other milestone meetings
Work collaboratively with capture managers and leadership to identify problems and risks and quickly mitigate them
Maintain, adjust, and drive proposal schedules
What We Need from You (REQUIRED)
US citizenship
Bachelor’s degree
8+ years of managing and writing/editing multi‑volume proposals and speed‑of‑light task order cycles that have resulted in Federal contract awards with values of more than $50M
TS/SCI clearance
In‑depth understanding of how to develop compelling and compliant Government RFI, RFP, and RFQ responses
Capable of facilitating strategy and storyboarding sessions
Experience developing proposal responses that include orals slides and video or live presentation
Strong organizational skills
Ability and willingness to travel 20‑30% of the year
